Job description
Securance Consulting is seeking a 911/PSAP Cybersecurity Consultant to serve as subject matter expert supporting a statewide initiative for the Pennsylvania Emergency Management Agency (PEMA). This role will review and help modernize the state’s minimum cybersecurity requirements for 911 systems, working directly with PEMA and the 911 Advisory Board Technical Subcommittee to strengthen standards across Public Safety Answering Points (PSAPs) and regional shared systems statewide.
Responsibilities may include the following:
· Review the statewide minimum cybersecurity requirements PEMA has established for 911 systems.
· Assess whether those requirements remain relevant and effective against evolving cybersecurity threats.
· Recommend revisions aligned with public safety standards and current best practices, with written justification for each.
· Draft updated minimum cybersecurity standards and an associated compliance framework.
· Address interfaces between systems and demarcation points separating critical PSAP infrastructure from administrative systems and outside network providers, including the Pennsylvania State Police.
· Confirm recommendations are achievable for PSAPs and regional shared systems of any size or technical complexity.
· Participate in an overview meeting with PEMA to walk through current requirements and answer questions.
· Support revisions to draft documents following Technical Subcommittee feedback.
Scope
Recommendations cover PSAP technology, applications, hardware, and network elements, including Call Handling Equipment (CHE), Computer Aided Dispatch (CAD), Land Mobile Radio (LMR), and Long Term Recorders (LTR). Work stops at the PSAP network demarcation point and does not extend to networks or applications beyond that boundary.
Requirements
- Minimum of two years of demonstrated experience with Call Handling Equipment (CHE), Computer Aided Dispatch (CAD), CLEAN and NCIC, Land Mobile Radio (LMR), and long-term recorders (LTR).
- Direct experience working within or supporting 911/PSAP operations strongly preferred.
Certifications (candidate must hold at least one)
- Certified Information Systems Security Professional (CISSP)
- Certified Information Systems Auditor (CISA)
- Certified Information Security Manager (CISM)
- Chief Information Security Officer (CISO)
- Certified Ethical Hacker (CEH)
- Offensive Security Certified Professional (OSCP)
Core Competencies
- 911/PSAP systems knowledge: CHE, CAD, CLEAN/NCIC, LMR, LTR
- Cybersecurity standards development and compliance framework design
- Public safety technology risk assessment
- Technical writing and justification of recommendations
- Stakeholder presentation and collaborative revision, including advisory board or subcommittee experience
