Job description

The Office of Program Administration oversees the Agency’s management of the FMMIS Modernization. This is a multi-year transformation to modernize the current technology using a modular approach, while simultaneously improving overall Agency functionality and building better connections to other data sources and programs., Serve as Cloud Migration Project Manager to plan, coordinate, and deliver the migration of applications, data, and infrastructure to the cloud, with clear ownership of the migration project timelines, while partnering closely with engineering, security, and business teams to ensure smooth, low-risk transitions. This hands-on coordination role is suited to an experience IT project manager with solid cloud fundamentals who thrives in fast-moving technical environments.

Develop and maintain detailed migration plans, including scope, schedules, system dependencies, resource allocation, and rollback strategies.

Lead day-to-day delivery of cloud migration workstreams, tracking progress against milestones, ensuring accurate schedule dependencies are reflected in schedule and proactively managing risks and issues.

Serve as the primary point of contact between technical teams, business units, vendors, and leadership; providing clear, regular status updates.

Coordinate workloads and dependencies across cloud environments, working with architects and engineers to align on target-state designs.

Identify migration risks early, maintain risk and issue registers, and manage change requests through approval and communication processes.

Maintain project documentation, CRAIDL logs, and post-milestone reviews to capture lessons learned.

Plan and orchestrate cutover events and go-live activities, including readiness checks, communications, and contingency planning.

Work closely with appropriate staff to monitor project budgets, forecast cloud spend during transition, and manage resource scheduling across internal and external teams.

At a minimum, the Consultant(s) shall:

  1. Work under the direction of the Agency’s FXPA Project Management Office lead.
  2. Serve as Cloud Migration Project Manager to plan, coordinate, and deliver the migration of applications, data, and infrastructure to the cloud, with clear ownership of the migration project timelines, while partnering closely with engineering, security, and business teams to ensure smooth, low-risk transitions. This hands-on coordination role is suited to an experience IT project manager with solid cloud fundamentals who thrives in fast-moving technical environments.

Requirements

Bachelor’s degree in information technology, Computer Science, Business, or a related field (or equivalent practical experience).

3-5 years of project management experience, including at least 2 years on cloud or infrastructure projects.

Proven track record of delivering large-scale, enterprise IT projects (of significant budget, including multiple teams and cross-departmental dependencies) on time and within scope.

Working knowledge of at least one major cloud platform (AWS, Azure, or Google Cloud) and familiarity with cloud migration concepts (lift-and-shift, re-platforming, re-architecting).

Demonstrated experience managing project plans, timelines, and budgets through full delivery lifecycles.

Strong understanding of project management methodologies (Agile, Scrum, and/or Waterfall).

Excellent written and verbal communication skills, with the ability to translate technical detail for non-technical stakeholders.

Proficiency with project management and collaboration tools (e.g., Jira, MS Project, MS Planner).

Experience coordinating migrations across more than one cloud provider (multi-cloud or hybrid-cloud environments).

Project management certification such as PMP, or Certified ScrumMaster (CSM).

Familiarity with networking, security, and data migration considerations in cloud environments.

Exposure to infrastructure-as-code and DevOps practices (e.g., Terraform, CI/CD pipelines) preferred.

Organized and detail-oriented, able to manage multiple workstreams simultaneously.

Strong problem-solving skills and a calm, structured approach under pressure.

Collaborative leadership style that builds trust across technical and business teams.

Adaptability in ambiguous, fast-changing technical environments
