Job description
Summary: The Data Systems Developer provides technical expertise and guidance in the design, development, and maintenance of data systems and applications for IDCTE. This position is responsible for building and supporting scalable, secure, and reliable systems that support agency operations, reporting, and strategic initiatives.
Working across program, data, and IT functions, this role develops software solutions, supports system integration, and contributes to the agency’s overall data architecture. The position requires strong technical expertise, problem-solving skills, and the ability to design and implement systems that align with business needs.
Responsibilities:
System Design and Development
- Design, develop, and maintain data systems, databases, and applications to support agency operations.
- Ensure systems are scalable, secure, and aligned with business and technical requirements.
- Develop and implement software solutions that support program and reporting needs.
Data Systems and Integration
- Support integration of data systems across platforms and applications.
- Collaborate with teams to define system requirements and data architecture.
- Ensure compatibility with existing infrastructure and future system needs.
Technical Leadership and Architecture
- Contribute to development of data architecture, standards, and technical frameworks.
- Identify opportunities for system improvements, reuse, and optimization.
- Provide technical guidance on system design, development, and implementation.
Testing, Maintenance, and Support
- Conduct testing, debugging, and performance tuning of systems and applications.
- Provide technical support and troubleshooting for system issues.
- Maintain documentation for system design, processes, and procedures.
Project and Planning Support
- Participate in IT project planning, development, and implementation.
- Contribute to short- and long-term technology planning and system improvements.
- Support procurement processes by providing technical requirements and evaluation input.
Requirements
Required Technical Stack:
- .NET Web Application development.
- .NET Core Web APIs.
- Data access layers, including Entity Framework, Dapper, and ADO.NET.
- Unit testing practices.
- SQL Server, including Stored Procedures and Views.
- IIS deployment and configuration.
- Agile/Scrum methodology experience.
- Hands-on experience with AI-assisted coding tools (e.g., Cursor, Claude Code, GitHub Copilot, or similar).
- Azure DevOps experience (boards, repos, pipelines).

Demonstrated experience independently designing, developing, and maintaining software or systems solutions with minimal oversight. *
- Typically gained by: Independently developing, maintaining, or owning applications, databases, or enterprise systems.

Experience independently designing and implementing data systems or applications, including architectural decisions. *
- Typically gained by: Leading or independently building integrated systems that support business operations and data management.

Demonstrated experience independently designing and implementing database solutions using SQL or similar languages. *
- Typically gained by: Independently developing, maintaining, or optimizing databases using SQL or similar tools.

Experience independently diagnosing and resolving complex technical issues with minimal oversight. *
- Typically gained by: Independently diagnosing and resolving system, application, or data-related problems.

Experience leading collaboration with stakeholders to define and deliver technical solutions. *
- Typically gained by: Leading cross-functional efforts to gather requirements and implement systems.

Experience documenting technical systems and processes. *
- Typically gained by: Creating documentation, user guides, or system specifications., * Bachelor’s degree in computer science, software engineering, or a related field, or equivalent experience.
- Experience with SQL Server or similar database management systems.
- Experience with system integration, APIs, or data exchange processes.
- Experience with front-end or web technologies (e.g., HTML, CSS, JavaScript frameworks).
- Experience with education data systems or public sector IT environments.
- Familiarity with data security practices and system performance optimization.
- Experience using technology tools and digital systems, including and not limited to Artificial Intelligence, to improve workflow efficiency, communication, or project management.
