Job description
Cognizant is pursuing a full Oracle ERP systems integration engagement to migrate a major Hampton Roads public utility from Oracle E-Business Suite (EBS) 12.x to Oracle Fusion Cloud. We seek a senior Program Manager who joins and serves as named Key Personnel in the proposal and owns the executive client relationship and Cognizant’s on-site presence for the life of the engagement. To be considered for this role, you will have 12+ years of government or public sector executive leadership experience, including a track record of owning client relationships on large, complex IT engagements valued at $15M or more. Established relationships in the Hampton Roads or Virginia government and utility market are a significant plus. In this role, you will provide governance oversight above day-to-day program delivery, working alongside a technical Project Manager, and serve as Cognizant’s senior on-site presence in Hampton Roads. This is a highly visible opportunity on an 18 to 24 month ERP transformation, with a clear path to a broader account leadership role across Cognizant’s growing Virginia government and utility business., Key Responsibilities: Program Delivery
- Lead day-to-day delivery of an 18 to 24 month Oracle Fusion Cloud implementation using a structured six-phase migration methodology
- Own program schedule, scope, budget, quality, and risk across functional and technical tracks (ERP, HCM, EPM, Analytics, integrations, data migration, organizational change management, testing)
- Mobilize a 15 to 25 person implementation team rapidly after award to meet a compressed license purchase and go-live window
- Manage re-architecture planning for 8+ downstream integrations, including Primavera Unifier, CIS/Billing, GIS, WebCenter, SCADA, and Hexagon/CMMS, without disrupting mission-critical operations
- Run the working-level client cadence: weekly status reporting, workstream coordination, issue and risk logs, and quality gate sign-offs at each phase
- Enforce formal change control, protecting fixed-price scope while maintaining client trust
- Plan the transition to post-go-live managed services from day one
Requirements
- 12+ years of IT program or project management experience, with demonstrated delivery of enterprise ERP implementations
- Direct experience delivering at least one Oracle EBS-to-Fusion Cloud migration, or a comparable full-suite Oracle Fusion Cloud implementation, as the accountable PM
- Experience managing complex, multi-track programs valued at $15M or more
- Demonstrated command of ERP program disciplines: integrated scheduling, earned value or budget management, risk management, and formal change control
- Experience managing fixed-price delivery risk on multi-module implementations
- Ability to serve as named Key Personnel on a government proposal, including reference checks and client interviews
- PMP certification, or equivalent, current at time of hire
Preferred Qualifications & Skills:
- Public sector or utility (water, wastewater, electric, gas) ERP delivery experience
- Familiarity with Oracle Cloud HCM and Payroll, EPM Cloud (Hyperion migration), Oracle Analytics Cloud, and OCI migration
- Experience integrating Oracle ERP with utility operational systems such as Primavera Unifier, GIS, CIS/Billing, SCADA, or Hexagon/CMMS
- Experience delivering under Virginia Public Procurement Act procurements, or comparable state and local government contracting environments
- Established relationships in the Hampton Roads or Virginia government and utility market
- Working knowledge of Oracle Cloud data migration tooling (FBDI, HDL, ADFDI) and Oracle Integration Cloud (OIC)

Benefits & conditions
We provide a competitive pay and benefits package. This position is offering a salary range of $160,000- $185,000/year. Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline. Benefits offered may include health care, dental, vision, life insurance; 401(k); education assistance; paid time off including PTO, holidays, and any other paid leave required by law.
