Job description

The mission of the Idaho Department of Correction (https://www.idoc.idaho.gov/) (IDOC) is to create a model correctional system founded on the belief that people can change. The Idaho Department of Correction is hiring an on-site Automated System Manager - Business Engagement located at the IDOC Central Office in Boise, Idaho. This position leads the Information Technology Business Engagement team and serves as a key liaison between IDOC business units, technical IT teams, and our OMS vendor. This is primarily a business engagement and management position rather than a hands-on technical position. The successful candidate will have strong leadership, communication, analytical, relationship-management, and project-management skills and will be comfortable working with both business and technical professionals.

This position focuses on understanding business needs and translating those needs into clear requirements that can be evaluated and implemented by technical teams. The position also oversees business engagement and support for IDOC’s offender management system (Atlas), coordinates technology-related projects and system changes, and leads staff responsible for helping business units effectively use and improve technology solutions.

Responsibilities:

  • Lead, supervise, train, and develop employees assigned to the IT Business Engagement team.

  • Establish team goals, performance expectations, standards, processes, and best practices that promote effective service to IDOC business units.

  • Build and maintain strong working relationships with business leaders, subject-matter experts, IT technical teams, and technology vendors.

  • Meet with business units to identify and analyze operational needs, problems, and opportunities and translate business requirements into information that can be evaluated and acted upon by technical IT staff.

  • Assist business units in defining the underlying business needs associated with technology and project requests, including identifying desired outcomes, requirements, priorities, dependencies, and business impacts.

  • Serve as a primary point of coordination between business units and technical teams throughout the lifecycle of technology requests, projects, system changes, and issue resolution.

  • Develop and maintain a Business/IT Roadmap in collaboration with IDOC business units and IT leadership, identifying technology needs, priorities, dependencies, and planned initiatives.

  • Develop and maintain an inventory of IDOC business applications and systems, including business ownership, purpose, vendor, lifecycle status, dependencies, and other information necessary to support IT planning and decision-making.

  • Serve as a primary point of contact for IDOC’s offender management system (Atlas) and coordinate business and our OMS vendor activities associated with system support and improvement.

  • Develop and manage processes for evaluating, documenting, prioritizing, and tracking system issues, enhancement requests, and other system changes.

  • Coordinate reported system issues with business users and the vendors, including documenting the issue, opening, and tracking vendor support tickets, validating resolution, and communicating status to affected stakeholders.

  • Coordinate application changes, releases, upgrades, and implementations with vendors, IT technical teams, and affected business units, including implementation scheduling, business testing, user acceptance, and communication.

  • Monitor vendor performance and assist in ensuring services and deliverables meet contractual requirements and IDOC business needs.

  • Manage or participate in technology projects and initiatives, including requirements gathering, planning, coordination, risk and issue management, implementation, and stakeholder communication.

  • Help establish realistic expectations regarding technology requests, priorities, timelines, responsibilities, and available resources.

  • Identify opportunities to improve business processes, technology services, customer experience, and collaboration between IDOC IT and IDOC business units.

Requirements

  • Good knowledge of management and leadership practices. Typically gained through completion of college-level coursework or formal management or leadership training that included the essential elements of management, including planning, organizing, leading, and controlling; OR experience performing management functions that included responsibility for planning, organizing, directing, and evaluating the work of others.

  • Experience supervising staff. Typically gained by at least one year of experience where you were responsible for interviewing and selecting staff, providing work direction and training, evaluating performance, and addressing employee performance or workplace issues.

  • Experience analyzing business processes and automated systems. Typically gained through experience working with customers, users, or business units to identify business needs, analyze processes or system capabilities, document requirements, and recommend or coordinate solutions.

  • Experience communicating business requirements to technical staff or technology vendors. Typically gained through work experience serving as a liaison between business users and technical personnel or vendors, including gathering requirements, explaining business needs, coordinating issue resolution, or supporting implementation of technology solutions.

  • Working knowledge of project management practices. Typically gained through formal training or coursework in project management; OR experience planning, coordinating, and implementing projects involving multiple stakeholders, schedules, deliverables, and competing priorities.

Specialty Qualifications:

  • Willing to work within and travel to correctional facilities as required.

Desirable Qualifications:

  • Experience managing or supporting a large enterprise business application or case-management system.

  • Experience working with software vendors to manage support issues, enhancement requests, system changes, upgrades, and implementations.

  • Experience gathering and documenting business requirements and translating them into functional requirements for technical teams.

  • Experience coordinating user acceptance testing, application testing, system implementations, or software upgrades.

  • Experience managing technology requests involving multiple business units, technical teams, and vendors.

  • Experience developing and implementing processes for prioritizing technology requests, system enhancements, and issue resolution.

  • Strong communication, collaboration, problem-solving, organizational, negotiation, and relationship-management skills.
