Job description
- Lead technical design and execution of interoperability solutions supporting public health surveillance and analytics
- Guide engineers and architects and provide technical leadership across multiple initiatives
- Oversee integrations, standards implementation, troubleshooting, and technical reviews
- Work collaboratively with Business Analysts and Project Managers to run discovery and define scope, workflows, constraints, dependencies, and success measures
- Translate stakeholder needs into delivery-ready artifacts, including requirements and user stories, acceptance criteria, process flows and data flows, and integration/interface specifications and implementation notes
- Own technical solution integrity from concept through delivery by validating feasibility and completeness of requirements, ensuring designs are scalable and secure, and identifying gaps/risks early with mitigation options
- Present solution recommendations to client stakeholders, including approach, assumptions, tradeoffs, sequencing, and rationale
- Support public health interoperability and data exchange using standards and artifacts such as HL7 v2, FHIR, CDA, APIs, and terminology services (as applicable)
- Partner with engineers and data teams during build and testing to validate solution behavior, support integration testing/validation, and troubleshoot issues by clarifying intent and expected outcomes
- Review technical documentation and deliverables for quality, consistency, and alignment with scope and requirements
- Contribute across multiple workstreams simultaneously to keep delivery moving and aligned
Requirements
- Bachelor’s degree
- 4+ years of experience in a senior technical business analyst, implementation analyst, technical lead, or solution ownership role supporting technical delivery
- Public health domain experience (e.g., public health surveillance, epidemiology workflows, and/or state, tribal, local, and territorial public health operations)
- Experience supporting modernization/implementation initiatives involving cloud, data platforms, analytics, and/or AI
- Experience presenting technical solutions to stakeholders and explaining approach, risks, and tradeoffs to technical and non-technical audiences
- Experience with public health data exchange/interoperability across agencies and partners (e.g., public health agencies, labs, registries, healthcare organizations, federal systems)
- Working knowledge of public health interoperability standards/artifacts (e.g., HL7 v2, FHIR, CDA)
- Strong written documentation skills and comfort working in a fast-moving, cross-functional environment
Preferred Qualifications
- Deeper hands-on experience with HL7/FHIR implementation work (mapping, validation, testing, troubleshooting)
- Experience applying generative AI/agentic approaches in support of analysis, research, automation, or knowledge management
