Job description
Blu Omega is seeking a Senior Technical Business Analyst / Solution Lead to support a federal program focused on public health data modernization. This role operates within a fully remote environment and is responsible for leading technical design and execution of interoperability and AI solutions supporting public health surveillance and analytics. The position requires experience supporting public health data exchange, standards, and modernization initiatives., * Collaborate with Business Analysts and Project Managers to define scope, workflows, constraints, dependencies, and success measures.
- Translate stakeholder needs into requirements, user stories, acceptance criteria, process flows, data flows, and interface specifications.
- Own the technical solution integrity from concept through delivery, ensuring feasibility, security, and standards alignment.
- Identify gaps and risks early, recommending mitigation strategies.
- Present solution recommendations to stakeholders, explaining approach, tradeoffs, and sequencing.
- Support public health interoperability efforts using standards such as HL7 v2, FHIR, CDA, APIs, and terminology services.
- Partner with engineering and data teams during build and testing to validate solutions and troubleshoot issues.
- Review technical documentation for quality and alignment with scope.
- Contribute across multiple workstreams, supporting delivery where needed.
Requirements
- Bachelor’s degree.
- 4+ years supporting technical delivery as a senior business analyst, implementation analyst, or solution lead.
- Public health domain experience, including surveillance, epidemiology workflows, or public health operations.
- Experience with cloud, data platforms, analytics, and AI modernization initiatives.
- Ability to explain technical solutions clearly to both technical and non-technical audiences.
- Knowledge of public health data exchange standards such as HL7 v2, FHIR, CDA.
- Strong documentation skills and ability to work in a fast-paced, cross-functional environment.
Preferred Qualifications
- Hands-on experience with HL7/FHIR implementation, mapping, validation, and troubleshooting.
- Experience applying generative AI or agentic approaches in analysis, automation, or knowledge management.
Benefits & conditions
Salary Range: $130,000 - $150,000 Final compensation based on skills, experience, education, certifications, and clearance.
