Job description

NRLFO Mission Support Division is responsible for operational support across Knolls Atomic Power Laboratory, Bettis Atomic Power Laboratory, and associated Naval Reactors sites supporting the nuclear Navy’s submarine and aircraft carrier reactor programs. As the Cybersecurity Specialist, you will lead classified and unclassified cybersecurity program implementation and oversight at your assigned site office, ensuring compliance with DOE/NNSA cybersecurity requirements., * Lead the implementation and management of classified and unclassified cybersecurity programs at the assigned site office.

  • Ensure compliance with DOE/NNSA requirements and Cyber Security Program guidelines.
  • Develop and maintain local cybersecurity policies, procedures, and long-range plans aligned with mission objectives and higher-level directives.
  • Provide advice and training to personnel on proper implementation of cybersecurity policies and standards.
  • Interpret and apply national cybersecurity standards; develop and promulgate local cybersecurity policies, procedures, and long-range strategic plans.
  • Plan, schedule, and lead regular cybersecurity compliance reviews and formal security surveys at NRLFO sites and contractor facilities.
  • Evaluate the effectiveness of contractor-implemented information security programs (classified and unclassified) by examining policies, procedures, system security plans, and technical controls.
  • Identify findings, vulnerabilities, or instances of non-compliance with DOE/NNSA cybersecurity requirements; document and report results with specific findings, recommendations, and required corrective actions.
  • Recommend and lead special projects or process-improvement initiatives to streamline and strengthen NRLFO’s cybersecurity and IT management practices.

Requirements

  • Bachelor’s degree from an accredited college/university (relevant field) plus a minimum of 4 years of directly relevant experience; OR a Master’s degree in a related field plus a minimum of 2 years of relevant experience.
  • Minimum 1 year of specialized experience at (or equivalent to) the U.S. Government GS-12 level, demonstrating the ability to lead cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses, and identifying IT system vulnerabilities.
  • Comprehensive knowledge of Federal cybersecurity laws, regulations, and directives - including DOE Orders, NNSA policies, DoD instructions, and Intelligence Community directives - and their implementation requirements.
  • Excellent verbal and written communication skills, including the ability to present complex ideas, data, and recommendations to senior leadership clearly and concisely.
  • Ability to maintain a professional demeanor in a high-visibility, mission-focused environment; self-motivated, able to work under tight deadlines and shifting priorities, and capable of independently setting work objectives without close supervision., * Familiarity with software design concepts, multiple IT disciplines, and IT infrastructure components. Relevant professional certifications (CISSP, CISM, or similar) are a plus.
  • Demonstrated success proactively resolving complex issues and improving IT or cybersecurity processes to enhance organizational efficiency and security posture; able to manage multiple tasks/projects simultaneously.
  • Strong collaboration and interpersonal skills with a wide range of stakeholders to achieve cybersecurity program objectives.
  • Experience developing and implementing new IT or cybersecurity policies and procedures at an organizational level; prior involvement drafting security plans, SOPs, or organizational directives is beneficial.
