Job description

FDOT is seeking a Systems Analyst / Procurement Systems Analyst to support Florida PALM (Planning, Accounting, and Ledger Management) readiness and application remediation for Procurement systems.

The consultant will perform systems analysis, code remediation, application development, functional/technical design, testing, troubleshooting, and implementation support for PALM-impacted Procurement applications, including the Procurement Development Application (PDA), Consultant Evaluation (CE) Application, and Professional Prequalification Application (PPQ).

Key Responsibilities Perform code remediation for PALM-impacted Procurement applications. Analyze existing applications and identify required application changes. Develop application designs and functional specifications for PALM remediation. Modify and maintain Procurement applications. Work with SQL, SQL Server Management Studio (SSMS), Azure SQL, C#, .NET, DevOps, and Azure Cloud. Troubleshoot application and database issues and support remediation activities. Support testing and Quality Assurance (QA) for application changes. Work with the FDOT Procurement Office, Office of Information Technology (Client), business stakeholders, and technical teams to implement technology solutions. Communicate technical requirements, issues, solutions, and status to stakeholders.

Requirements

Bachelor’s degree in Computer Science, Information Systems, or related field, or equivalent work experience. Minimum 3 years of systems analysis/programming experience. Hands-on knowledge of SQL, SQL Server Management Studio (SSMS), Azure SQL, C#, .NET, DevOps, and Azure Cloud. Strong communication, customer service, decision-making, flexibility, interpersonal, leadership, problem-solving, team-building, and quality assurance skills.
