Job description

The Manager, Software Engineering - DevSecOps provides technical leadership, guidance, and mentorship to a team responsible for developing and delivering high-quality software applications, automation blueprints, and DevSecOps platform capabilities across the Constellation enterprise. This role leads the design and oversight of DevSecOps architecture and development, ensuring solutions align with business requirements, user needs, and technical standards. The manager also contributes directly to coding and testing efforts to help deliver scalable, secure, reliable, and maintainable solutions that meet internal development and security standards. In this role, you will manage a team of up to eight employees, oversee internal development work, and collaborate with external development partners to deliver innovative solutions that advance Constellation’s DevSecOps strategy. Using a strong understanding of business needs and DevSecOps practices, you will set technical direction, guide solution delivery, and support the growth of team members by sharing relevant practices, principles, and expertise. This position operates with a high degree of independence and is expected to make sound decisions in both familiar and evolving situations while contributing to strategic planning.

Primary Duties and Accountabilities

  • Leads and manages the full software development lifecycle for the Enterprise DevSecOps development team, including defining requirements, creating technical specifications, designing architecture, writing and testing code, and overseeing development activities
  • Manages and mentors the DevSecOps development team, overseeing hiring, training, and career development. Assigns work based on skills and team needs, evaluates performance, and fosters a collaborative, diverse team culture. Contributes to employee development and retention strategies
  • Provides technical oversight and ensures adherence to best practices, including internal coding standards, SDLC methodologies, and scalable, secure, and maintainable code
  • Collaborates with business, technical, and architecture stakeholders to align solutions with strategic goals, communicate technical approaches, incorporate feedback, and ensure compliance with enterprise standards
  • Optimizes team performance and workflows to enhance collaboration, efficiency, and delivery while applying business acumen to guide technology decisions that support business outcomes
  • Stays current with emerging software development tools, technologies, and trends, and recommends improvements to development processes and DevOps practices within the team and broader IT organization

Requirements

  • Bachelor’s Degree in Computer Science or a related discipline with 8 to 10 years of experience in application development
  • Strong technical background including experience with C#.NET, Angular, CX/UX, REST APIs, Postman, Selenium, and related technologies
  • Experience developing Azure cloud-native software
  • Strong knowledge of the Software Development Life Cycle (SDLC) and digital product development
  • Experience in Agile development environments (leading tight sprint planning, standups, retros, etc.)
  • Experience leading and managing IT projects or sub teams and knowledge of IT project management
  • Excellent analytical and problem-solving abilities
  • Excellent solution seeking, teamwork, leadership and communication skills which extend across all organizational. management levels and external partners, * Experience leading a DevSecOps team
  • Experience in DevSecOps practices including CI/CD and IaC
  • Experience as a scrum master managing projects using Agile
  • Experience with IaC toolsets including Terraform Enterprise
  • Experience with Azure DevOps or GitHub
  • Experience with agentic development
