Job description
We are seeking an experienced Program Evaluation Lead to support public health surveillance, evaluation, data collection, reporting, and quality improvement initiatives. The selected professional will work closely with program management and cross-functional stakeholders to develop and implement evaluation strategies, manage data collection activities, analyze program data, produce reports, and translate evaluation findings into quality improvement activities. This role will also provide leadership, training, and guidance to staff regarding program evaluation methodologies, data collection practices, metrics, and quality improvement processes. Key Responsibilities
- Develop and implement program evaluation and quality improvement strategies, tools, and data collection plans.
- Incorporate evaluation and data-driven quality improvement into program planning, reporting, and staff meetings.
- Evaluate current trends and practices in public health research and program evaluation.
- Recommend improvements to data collection, dissemination, reporting, and evaluation processes.
- Produce periodic program reports for program managers and senior leadership.
- Perform data analysis and assist with interpretation of evaluation findings.
- Conduct data integrity checks and identify data entry or reporting issues.
- Troubleshoot data collection and entry issues and ensure compliance with established protocols.
- Maintain accurate program files, records, documentation, databases, and data collection procedure manuals.
- Coordinate data collection and data-entry responsibilities across program staff.
- Coordinate evaluation tool implementation, collection, and reporting.
- Lead program evaluation and quality improvement training for staff.
- Collaborate with internal and external stakeholders, including regulatory organizations and academic partners.
- Support the development of a culture of continuous quality improvement across programs.
- Work independently while collaborating effectively across multiple programs and stakeholder groups.
Requirements
- Master’s degree or equivalent work experience in Public Health, Community Development, or a related field.
- At least 3 years of experience developing and implementing evaluation strategies.

Experience using evaluation methods such as:
- Surveys
- Focus Groups
- Stakeholder Interviews
- At least 3 years of experience analyzing data and creating reports.
- Experience with complex data collection, data entry, and data analysis.
- Experience performing comparative analysis using publicly available data sources.
- Strong analytical, organizational, troubleshooting, and problem-solving skills.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and strict deadlines.
- Ability to lead and influence stakeholders without formal authority.
- Ability to work independently and as part of an inter-programmatic team.
- Ability to handle confidential information according to policies and procedures.
- Proficiency with Microsoft Office and online data-entry systems.
