Job description

Capio Group is looking for an experienced Data Governance Specialist/IT Expert to work as part of the team on modernizing the reporting system and improving the collection, timeliness, accuracy, completeness, uniformity, integrity, and accessibility of system data to inform strategic decisions. This will position stakeholders to gain a deeper understanding of the system’s data, allowing them to improve analysis and inform policy and decision-making to enhance safety for all users. The project will include a user-friendly interface that incorporates human factor design to streamline reporting through improved data collection, enhanced data quality control procedures, greater reporting efficiency, improved integration and communication with stakeholder data systems, and encouragement for agencies that submit paper reports to use the new application to submit reports electronically. Collectively, these improvements will transform reporting and improve the quality of the system data.

The Data Governance Specialist’s responsibilities span from project planning through completion of the Proof-of-Concept for a data governance tool. The Data Governance Specialist provide data governance expertise for the Project, including:

  • Works closely with client management, data stakeholders, and IV&V consultants, including data owners and data stewards, to ensure alignment and support data governance initiatives.
  • Consults with client IT management, IT SMEs, and business owners to create and establish an enterprise data governance strategy; Data Governance Framework, Data Governance Plan for the Project; and policies, standards, and procedures that govern how data is managed.
  • Proposes solutions to improve data accuracy and consistency.
  • Develops and delivers training/reference materials to educate system users on data governance principles and best practices.
  • Creates detailed documentation of data governance processes, procedures, and standards.
  • Ensures data governance practices align with applicable information and data security laws, regulations, industry standards, and best practices, as identified during project planning.
  • Contributes to and provides recommendations for the development of data quality metrics and reporting mechanisms to track the effectiveness of data governance initiatives.

Requirements

  • Within the last seven (7) years, must have a minimum of five (5) years of experience in data governance.
  • Within the last seven (7) years, must have a experience conducting project readiness assessments for a minimum of one (1) data monitoring system implementations within California public sector agencies or law enforcement organizations.

  • Within the last seven (7) years, must have a proven expertise in developing procurement strategies for a minimum of one (1) technology modernization initiative involving data collection and reporting systems for a California state entity.

  • Within the last seven (7) years, must have experience designing and implementing data strategy and data governance frameworks for a minimum of one (1) large California state entity, including the development of policies, standards, and processes to ensure data quality, security, and regulatory compliance.
  • Must possess a bachelor’s degree in an IT-related field. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.

Desirable Experience:

  • Within the last seven (7) years, experience of; a) Creating and completing a minimum of two (2) Requests for Proposals, and b) Developing system requirements for a minimum of two (2) large-scale IT solutions, with a minimum of one (1) engagement involving law enforcement- specific requirements.

  • Within the last five (5) years, experience providing evaluation and selection assistance for a minimum of two (2) large-scale IT solutions for State of California departments.

  • Possession of current Certified Data Governance Professional certification. A copy of the certification must be provided upon request.
  • Possession of current Certified Data Management Professional Certification. A copy of the certification must be provided upon request.
  • Possession of current Certified Data Governance-related professional certification(s). A copy of the certification must be provided upon request.
  • Possession of an advanced degree (master’s or PhD) in an IT-related field. A copy of the degree must be provided upon request.
  • Possession of an advanced degree in Data Analytics, Information Technology Management, or a related field. A copy of the degree must be provided upon request.
