Under the direction of the Information Technology Manager II, the incumbent acts as a developer, performing analysis and programming of highly complex in-house developed applications for the California State Legislature within the Chamber Systems and Project Oversight Section of the Chamber and Committee Division. The incumbent works independently, as a team member, and acts as a knowledge expert on the use of new technologies in the enhancement and support of in-house developed products and in the development of new applications. The incumbent is responsible for maintaining business knowledge expertise for systems used by the California State Legislature. The incumbent is required to work overtime to meet workload demands, to work cooperatively with peers, teams, management, and any other persons contacted during the course of duties, and to adhere to professional business attire. The projects assigned to the incumbent’s team have enterprise-wide impact to support the business functions of the California State Legislature., The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• A four-year college degree in a technical discipline such as Management Information Systems, Computer Science or Information Technology; Master’s degree preferred
• Three (3) or more years of application development experience performing progressively responsible technical, analytical, lead role tasks.
• Ability to design and develop WPF XAML UI components using MVVM, PRISM, and DryIoc, including data templates, control templates, styles, bindings, and resource dictionaries
• Build and maintain complex application features with a strong focus on modularity, maintainability, and clean architecture
• Implement ViewModels, commands, and navigation using Prism’s region management, EventAggregator, and ViewModelLocator patterns
• Develop and optimize SQL queries, stored data models, and repository logic to support application workflows
• Debug and troubleshoot WPF XAML issues such as binding failures, layout problems, performance bottlenecks, and threading concerns
• Produce clear technical documentation including architecture notes, feature specifications, and troubleshooting guides
• Act as a subject matter expert for assigned modules and participate in knowledge transfer to other IT professionals
• Exercise independent judgment to diagnose and resolve complex technical issues, including logic anomalies and UI/UX inconsistencies
• Manage multiple competing priorities while delivering high quality, maintainable code within sprint timelines
• Collaborate effectively in team settings to support and enhance in house developed applications and routines
