Job description

As a SCALE Technical Enablement & Governance Lead, you will play a critical role in bridging technical solution design, procurement strategy, governance, and digital innovation across software, cloud, AI, data platforms, and emerging technologies.

  • You’ll lead technical enablement and governance activities supporting SCALE programs involving software, cloud, AI, SaaS, embedded software, APIs, data platforms, and emerging technology suppliers.
  • You’ll partner closely with R&D, Architecture, Product Management, Security, Privacy, Data Science, Quality, Regulatory Affairs, Finance, Procurement, and supplier technical teams to translate technical requirements into sourcing, commercial, risk, and lifecycle strategies.
  • You’ll assess supplier proposals, technology architectures, licensing frameworks, cloud consumption models, AI and data usage rights, and integration approaches to support informed procurement decisions.
  • You’ll identify commercial, cybersecurity, compliance, licensing, scalability, lifecycle, and supplier concentration risks early in the solution development process.
  • You’ll support business leaders with supplier strategy, negotiation preparation, governance reviews, value assessment, and executive stakeholder engagement.
  • You’ll own and continuously evolve SHUB as Philips’ core software procurement governance capability, ensuring effective management of software vendors and procurement processes.
  • You’ll oversee SHUB governance, 12NC standardization, supplier catalog management, pricing transparency, purchasing controls, and PO quality processes.
  • You’ll collaborate with Business Units, ISC, Procurement Operations, Finance, and commodity teams to improve software demand planning, spend visibility, supplier governance, and lifecycle management.
  • You’ll drive the development and implementation of AI-enabled procurement capabilities, focusing on automation, analytics, decision support, negotiation preparation, supplier intelligence, project memory, and governance insights.
  • You’ll work with AI, IT, Security, Privacy, and Legal teams to ensure scalable, compliant, and responsible deployment of AI solutions.
  • You’ll leverage analytics and automation to improve visibility into supplier spend, software demand, pricing structures, contractual commitments, risks, and process performance.
  • You’ll establish governance frameworks, dashboards, operating models, and reporting mechanisms that support effective decision-making and transparency.
  • You’ll lead, coach, and develop a high-performing team responsible for technical enablement, SHUB operations, governance, analytics, automation, and AI-enabled ways of working.
  • You’ll foster a culture of continuous improvement, innovation, collaboration, technical curiosity, and strong governance discipline.

Requirements

  • You have a Bachelor’s degree in Business, Supply Chain, Procurement, Engineering, Computer Science, Information Technology, Finance, Data Analytics, or a related field. A Master’s degree is preferred.
  • You bring 15+ years of relevant experience within technical procurement, software/cloud sourcing, supplier management, digital transformation, technology governance, analytics, AI enablement, or related functions.
  • You have strong expertise in software licensing, SaaS, cloud commercial models, AI/ML solutions, APIs, data usage rights, embedded software, or technology lifecycle management.
  • You have proven experience translating technical architecture and business requirements into procurement, governance, commercial, risk, and supplier strategies.
  • You have experience managing and developing teams, leading organizational capabilities, and driving transformation initiatives.
  • You have demonstrated success working across highly matrixed, global environments involving technical, business, procurement, finance, legal, and supplier stakeholders.
  • You possess strong stakeholder management and influencing skills, with the ability to communicate effectively across technical and non-technical audiences.
  • You have a data-driven mindset and experience utilizing analytics, automation, and digital tools to improve business outcomes.
  • Experience in healthcare, MedTech, regulated industries, software governance, cloud transformation, or enterprise technology environments is highly desirable.
  • Professional certifications such as CPSM, CIPS, PMP, Agile/Scrum, Six Sigma, FinOps, AWS, Azure, GCP, ITIL, or similar certifications are considered a plus.

Benefits & conditions

Doing meaningful work should come with fair, transparent rewards. The base salary range for this role is € 93,049.00 -€ 155,081.00. We determine pay within the range using objective factors, like the skills the role requires, your relevant experience and the responsibility you’ll have in this role, alongside internal equity and local market considerations. This role is eligible for 6% short term incentive with your rewards linked to both individual performance and company results. We’ll share the full approach with you during the interview process, so you can make a clear, informed decision.
