Job description

Our client is looking for an experienced Evaluation Manager to lead the evaluation and learning programme for a major new Community-Based Debt Advice programme.

This is a fantastic opportunity to shape how evidence is used to improve financial wellbeing and debt advice services, working closely with external partners, grant-funded organisations and senior internal stakeholders.

What You’ll Do

Lead the design, commissioning and delivery of complex, strategic evaluations.

Manage and oversee external Learning Partners, ensuring high-quality delivery against outcomes and KPIs.

Lead complex procurement, governance, GDPR, data-sharing and risk management processes.

Provide expert challenge on evaluation methodologies and ensure findings are robust and meaningful.

Translate complex research and evidence into clear, practical recommendations.

Identify evidence gaps and develop innovative approaches to address them.

Build strong relationships with internal and external stakeholders and drive continuous learning.

Support the development of tools and resources that promote evidence-based practice., Please do try to resist contacting us with requests for progress updates.

Requirements

Proven experience designing, commissioning and managing complex evaluations that influence policy or service delivery.

Strong experience managing research, evaluation or learning partners, including performance management and quality assurance.

Experience of complex procurement and governance frameworks, including GDPR, data-sharing agreements and risk management.

Strong quantitative and qualitative research skills.

Experience using Theory of Change and logic frameworks.

Excellent ability to turn complex evidence into clear, actionable insight.

Outstanding communication, stakeholder management and influencing skills.

Highly organised, able to manage multiple priorities and deadlines.

Relevant qualification or significant professional experience in evaluation, research methods or data analysis.

Desirable: Experience within financial wellbeing, debt advice, money guidance or a related sector.
