Oracle APEX Developer / Programmer Analyst 3

• Design and develop new Oracle APEX pages, components and application enhancements.
• Modernize existing vital-records and vital-statistics applications.
• Develop and optimize Oracle SQL and PL/SQL code.
• Improve application performance, security, usability and long-term maintainability.
• Strengthen controls protecting sensitive PII and PHI.
• Support integrations with state and federal partner systems.
• Troubleshoot application defects and implement effective resolutions.
• Participate in requirements gathering, testing, deployment and production support.
• Create and maintain technical documentation.
• Collaborate with business users, technical teams and agency stakeholders.

• Strong hands-on experience developing enterprise applications with Oracle APEX.
• Proficiency in Oracle Database, SQL and PL/SQL.
• Experience developing and enhancing APEX pages, forms, reports and workflows.
• Experience with application modernization and performance optimization.
• Knowledge of secure application-development practices.
• Experience supporting integrations and data exchanges.
• Strong analytical, troubleshooting, documentation and communication skills.
• Ability to work onsite in Richmond as required and attend an in-person interview.

Experience with government systems, healthcare applications, HIPAA, PII/PHI, vital records or large-scale data-modernization initiatives is highly desirable.

Candidates must be legally authorized to work in the United States and able to work on a W-2 basis.
