HMRC Chief Digital & Information Office is made up of Customer Groups which are working independently towards one common goal. Our role sits within HMRC’s Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for projects and programmes that deal with a broad range of business, technical and operational issues. Person specification

As a Senior IT Delivery Manager, you will be responsible for:

Strategic IT Delivery

• Drive end-to-end delivery and infrastructure integration for HMRC’s largest, most complex IT projects.
• Mastermind delivery plans and reporting, championing both Agile and Waterfall methodologies.
• Own risk management by proactively resolving critical technical issues and dependencies.

Commercial & Financial Governance

• Control project finances through rigorous forecasting, expenditure tracking and budget management.
• Challenge commercial costs across internal delivery teams and external supplier partners.

Leadership & Stakeholder Engagement

• Line manage IT Delivery Managers, driving resource planning, performance and talent development.
• Influence senior stakeholders across all grades to align IT delivery with broader business strategy.
• Champion the delivery community, acting as a collaborative, expert leader across the organisation., * A name-blind CV including your job history and previous experiences of up to your last 5 roles with no more than 100 words per role.

The successful candidate will need to demonstrate practical knowledge and experience in the following:

Leadership & Delivery Management

• Project Delivery: Proved track record of leading large, complex IT projects within fast-moving, changing environments.
• Team Leadership: Experience managing and developing technical professionals while driving capability and performance.
• Methodologies & Tools: Expert application of project management tools across both Agile and Waterfall frameworks.

Governance & Commercial Control

• Financial Oversight: Ability to rigorously assess and challenge costs in an IT environment to secure value for money.
• Risk & Assurance: Skill in navigating complex governance frameworks while proactively managing risks, issues and dependencies.

Stakeholder & Vendor Integration

• Multi-Supplier Management: Experience integrating diverse external vendors to land quality, timely customer outcomes.

Desirable Criteria:

Ideally, the successful candidate will also demonstrate knowledge and experience in the following:

• Previous experience in the IT end-to-end change lifecycle.
• Proven experience balancing priorities and dealing with ambiguity.
• A recognised delivery management qualification such as Chartered IT Professional (CITP), Agile Practitioner or Managing Successful Programmes (MSP).

HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments. We welcome applications from those who need to work a more flexible arrangement and will agree to requests where possible, considering our operational and customer service needs.

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
