Software Engineer

Responsible for evaluating user requests for new programs, modifications to existing programs, and system integration of off the shelf products. Performs research and gathers relevant data to determine feasibility, appropriateness, and cost and time required. Prepares detailed estimates in order to obtain approval to proceed. Prepares detailed program specifications. Develops software according to approved specifications, tests and debug programs for the delivery of quality applications. Creates system and user documentation. Monitors ongoing program and system performance. Provides training and mentors less experienced team members., The Sr. Software Engineer will report to the Application Development Manager responsible for the particular application area., All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.

The Sr. Software Engineer must be a fast learner with excellent communication and problem-solving skills, and able to work with minimal supervision as part of a multidisciplinary team. The Sr. Software Engineer must be able to work well with a diverse group of team members to deliver software solutions on time, on budget and within specifications., * Applicant must possess a high school diploma or GED.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

• Possession of a bachelor’s degree is preferred, with emphasis in Computer Science, Information Technology, Telecommunications, Networks, Security, I/T Discipline or a related field.
• Possess professional certifications commensurate with advanced to expert technical capabilities.
• Possess a minimum of 4 years’ experience in web application security standards and best practices for developing secure web applications.
• Possess a minimum of 4 years’ experience in the maintenance, configuration, and security of; applications, databases, SOAP, REST, API and other Middleware.
• Possess a minimum of 4 years’ experience in IT industry standards and best practices for systems and software development.
• Possess a minimum of 1 year of experience working with Microsoft Office applications and virtual meeting tools., Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
• Possess a minimum of 2 years’ experience supervising a team of technical developers.
• Possess a minimum of 4 years’ experience in developing large scale public facing dynamic Java web applications (Java SDK, Java EE), with specific experience in the complete software development lifecycle.
• Possess a minimum of 4 years’ experience developing Spring Boot and Angular Java Web applications.

Conditions of Hire
