MFP Data Analyst Associate

The Division of Disability, Aging and Rehabilitative services works to support older adults and individuals with disabilities, while also connecting them with local community resources that promote independence. Help for every life at every age., This role, Money Follows the Person (MFP) Data Quality Analyst, performs a key role in ensuring data integrity and addressing customer issues by performing data quality measurement and metric generation, data aggregation into quality performance indicators, data interpretation, and development of various data reporting structures and formats. This role serves as a liaison between the Bureau of Better Aging, Office of Medicaid Policy and Planning, and Bureau of Disabilities Services and coordinates necessary communications to ensure that all data received meets the programs objectives and ensures state, federal, and grant compliance. Your role is primarily responsible for compiling, analyzing, and fulfilling MFP data reporting requirements with regard to participant information and service budget expenditures along with the development and implementation of quality assurance initiatives, and working alongside the MFP Project Director to assist in administrative tasks related to the daily operations of the MFP program within the State of Indiana. The MFP Data Quality Analyst will report to the MFP Project Director and work closely with the Director of Community-Based Supports., * Assists with transferring raw data to the appropriate location for use in data analysis projects.

• Utilizes existing documentation and guidance from senior staff to wrangle, clean, and validate agency data sources.
• Contributes to general analysis of agency datasets.
• Conducts data quality checks to ensure the validity and cleanliness of agency datasets prior to their use in analysis and reporting.
• Interprets data and from multiple sources using a variety of analytical techniques, ranging from simple data aggregation to data mining, to supporting statistical methodologies.
• Develops compelling data visualizations to communicate findings to target audience(s).
• Adheres to HIPAA, PII, PHI and other state statutes concerned with protecting data confidentiality and individual privacy.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

• Experience with data manipulation, including cleansing, standardizing, and transforming.
• Knowledge of statistical software, open-source programming languages, and database querying or demonstrated ability to learn.
• Experience with SQL, Tableau, R, Python, PowerBI, and/or ArcGIS.
• Strong analytical, conceptual, and problem-solving abilities.
• Strong communication skills, both oral and written.
• Broad knowledge of data analysis, analytics, or statistics or demonstrated ability to learn.
• Ability to work in a team environment with multiple and fluid demands.
• Ability to maintain effective and professional working relationships with internal and external customers.

A degree is not required. However, at least 2+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
