J39 Information Operations (IO) SME

Serve as a senior IO planner and subject matter expert supporting IO planning, synchronization, and execution across cyber, PSYOP, MILDEC, civil affairs, and influence operations., Conduct research, analysis, and planning to integrate information forces and effects into plans and operations.

• Coordinate with the interagency and intelligence community to develop plans, targets, and CONOPS; integrate command elements to ensure cyber expertise and deconflict/synchronize planning efforts.
• Participate in VTCs and long-range strategic planning with USSOCOM, DoD, interagency, and non-government participants, including COA development, analysis, vetting, and presentation.
• Draft and coordinate cyber operations, civil affairs, PSYOP, MILDEC, and cyber-enabled influence operations strategies, plans, CONOPS, OPORDs, OPLANs, FRAGOs, EXORDs, exercise directives, and related products.
• Apply joint doctrine (JOPP, APEX), operational art, and operational design; translate technical content and TTPs into high-level briefs, point papers, and talking papers.
• Create and maintain a database of best practices and lessons learned; maintain electronic mission-continuity resources.

Education and experience: MA/MS in Social Sciences, Public Policy, Applied Statistics, Operations Research, or Systems Analysis; JPME Level II or advanced military education (SAMS, JAWS, Service War College); at least 10 years of strategic and operational planning and analysis; at least 5 years of experience in one of the specialty areas (CENTCOM AOR, MISO, MILDEC, CWMD, ORSA, CYBER, AT/FP, SNA, Special -Programs, or Interagency/Intelligence); OR an equivalent combination of at least 15 years of SOF operational experience and education.

• Senior-level IO/cyber/influence operations planning experience.
• May perform CONUS/OCONUS travel as required.
