Chief Technology Officer

We are seeking a Chief Technology Officer to serve as a member of an executive team supporting a strategic government agency through the modernization of its IT enterprise. This role sits where the decisions get made. You will advise senior government leadership on technical direction, translate industry and defense trends into executable strategy, and shape the target architecture the agency will operate on for the next decade. The work is consequential. Choices made in this seat determine how fast the agency adopts emerging capability, how well it protects its data, and how effectively its workforce performs the mission. We are looking for a leader who has done this before and who brings the wisdom that only comes from scar tissue., The candidate will:

· We are seeking a Subject Matter Expert Systems Engineer to support a US GOVT agency in the Washington DC (NCR - National Capital Region) area. This role provides technical leadership across the agency IT enterprise, spanning systems engineering, network engineering, and cybersecurity, and applies recent, hands-on experience in artificial intelligence, Commercial Solutions for Classified (CSfC), post-quantum cryptography, and data analytics to modernize, secure, and harden the communications enterprise leadership. This role establishes technical direction, shapes architecture and engineering decisions with critical impact on mission delivery, and interfaces directly with US GOVT senior leadership.

· Provide SME-level technical leadership on major systems, network, and cybersecurity engineering efforts, establishing goals, plans, and technical baselines that meet US GOVT agency mission objectives.

· Lead architecture and design of secure, resilient IT systems across multiple classification domains, including CSfC Capability Package-based solutions and integration of multiple Top-Secret enclaves.

· Develop and execute the enterprise migration approach to post-quantum cryptography in accordance with NSA CNSA 2.0 timelines, including cryptographic inventory, prioritization, and vendor engagement.

· Identify, evaluate, and integrate artificial intelligence and data analytics capabilities that improve network operations, cyber defense, and decision support for the US GOVT agency enterprise.

· Retire legacy technical debt and introduce modern engineering practices that counter adversary cyber operations and enable defensive cyber operations.

· Serve as the senior technical interface to US GOVT agency leadership, the Task Force Lead, and government engineering staff; present options, risks, and recommendations for decision.

· Mentor senior and journeyman engineers; review designs, accreditation artifacts, and technical deliverables for quality and compliance.

· Support RMF activities and security accreditation packages for systems under the SME’s technical purview.

· Active TS/SCI clearance.

· Bachelor’s degree in Engineering, Computer Science, or a related technical discipline and 15 or more years of progressive IT engineering experience; Master’s degree preferred.

· Demonstrated depth in at least three of: systems engineering, network engineering, cybersecurity engineering, and enterprise architecture.

· Recent (within the last three years) hands-on experience in at least two of: CSfC solution design or Trusted Integrator work, post-quantum cryptography migration planning, applied artificial intelligence or machine learning, and enterprise data analytics.

· Experience engineering systems in TS/SCI environments and across multiple classification domains.

· DoD 8140 qualification at the Advanced proficiency level for DCWF work role 652 Security Architect [or 651 Enterprise Architect], and compliance with any DoD 8570 baseline cited in the task order or DD 254.

· CISSP with ISSAP or ISSEP concentration, or an equivalent Advanced-level qualification listed on the current DoD 8140 Foundational Qualification Matrix for the coded work role.

· On-site work in a SCIF environment.

Preferred Qualifications

· Ability to communicate complex technical positions to senior military and civilian leadership.

· INCOSE ESEP.

· Cisco CCIE (Enterprise Infrastructure or Security) or CCNP Security.

· ISC2 CCSP, AWS Solutions Architect Professional, or Microsoft Azure Solutions Architect Expert.

· NSA CSfC Trusted Integrator experience or prior Trusted Integrator role.

· Experience supporting Presidential, Special Access Program, or other high-consequence communications environments.

· Prior military service in communications or cyber career fields.
