Job description

Senior PMO Manager - IT Portfolio & Financial Management - £600 per day - Inside IR35 - Hybrid working from a site in Derby - 6 Months initial contract.

We are working with an exciting and rapidly growing Small Modular Reactor (SMR) organisation that is going from strength to strength and is at the forefront of developing the next generation of nuclear energy.

As the organisation continues to scale, we are looking for an experienced Senior PMO Manager to establish and lead a robust PMO operating model across a complex and expanding IT portfolio.

You will provide an integrated view of the total IT budget, strengthen portfolio governance and delivery assurance, and work closely with senior stakeholders to ensure IT investment is aligned to business priorities.

The role would suit someone who enjoys building and improving rather than simply maintaining an established PMO - someone who can quickly assess an organisations needs, introduce structure and control, and establish a pragmatic operating model that supports continued growth., PMO Operating Model & Governance -

  • Define and implement the PMO operating model, processes, standards and governance framework across the IT portfolio.
  • Lead the implementation and delivery of portfolio, programme and project office services.
  • Establish consistent approaches, policies and standards for the management, monitoring and reporting of portfolios, programmes and projects.
  • Assess existing PMO capabilities and identify opportunities to improve processes, controls and ways of working.
  • Establish effective governance, reporting and assurance mechanisms across the portfolio.
  • Manage PMO resources to ensure effective delivery of services in line with current and future demand.

Financial & Portfolio Management -

  • Provide an integrated view of the total IT budget, including portfolio investment, programme and project expenditure.
  • Lead the effective management and control of financial resources in support of business strategy, compliance and risk mitigation.
  • Establish robust processes for budget planning, forecasting, tracking, variance analysis and financial reporting.
  • Provide senior stakeholders with clear visibility of portfolio financial performance, risks, dependencies and investment requirements.
  • Identify financial risks and opportunities and recommend appropriate corrective actions.
  • Ensure financial information is accurately reflected in portfolio reporting and governance.

Portfolio, Programme & Project Management -

  • Lead the definition, planning, scheduling and monitoring of portfolio activities, ensuring alignment with agreed governance standards.
  • Ensure individual portfolio components contribute to overall business objectives.
  • Monitor portfolio performance, identifying issues, risks, dependencies and opportunities and ensuring appropriate corrective actions are implemented.
  • Collect, analyse and summarise portfolio measures and provide clear reporting to senior stakeholders and governance forums.
  • Ensure appropriate standards are applied consistently across programmes and projects.
  • Provide oversight and assurance across complex IT projects and programmes.

Process & Tooling Improvement -

  • Identify and lead improvements to portfolio, programme and project management processes and practices.
  • Identify and lead the implementation of portfolio, programme and project management tooling.
  • Develop practical processes that improve portfolio visibility, financial control, reporting and delivery assurance.
  • Continuously review and improve PMO services, processes and supporting technology.
  • Drive standardisation and automation where appropriate to improve the efficiency and quality of portfolio management.

Stakeholder Management -

  • Engage and influence senior IT and business stakeholders to ensure the portfolio remains aligned with agreed business objectives.
  • Provide clear, concise and commercially focused portfolio information to senior leadership.
  • Challenge delivery teams and stakeholders where appropriate to ensure governance, financial and delivery standards are maintained.
  • Build effective relationships across IT, Finance, Procurement and wider business functions.

Requirements

  • Significant experience in a senior PMO, Portfolio Management or IT Transformation role.
  • Strong financial management experience within a complex IT environment.
  • Proven experience providing an integrated view of IT budgets and managing portfolio-level financial reporting, forecasting and controls.
  • Demonstrable experience establishing or significantly improving a PMO operating model, processes and governance framework.
  • Experience managing complex IT projects, programmes and portfolios.
  • Strong understanding of portfolio, programme and project management methodologies, governance and assurance.
  • Proven ability to quickly assess an existing environment and implement pragmatic processes and controls.
  • Experience implementing or improving PPM / PMO tooling.
  • Strong experience producing portfolio-level reporting, MI and executive-level dashboards.
  • Excellent stakeholder management and influencing skills, with the ability to work effectively with senior leadership.
  • Strong analytical and problem-solving skills, with the ability to turn complex financial and delivery information into clear management insight.

Desirable -

  • Experience within the nuclear, energy, engineering, infrastructure or another highly regulated environment.
  • Experience working within a rapidly scaling organisation.
  • Experience establishing a PMO or operating model within an organisation undergoing significant growth or transformation.
  • Experience with enterprise PPM tooling and portfolio management platforms.
  • Formal project, programme management or PMO qualification.
