Job description

Cloudnet Systems LLC is preparing a quotation for a five-year Department of Defense task order supporting the Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) Transition Program Management Office at Scott Air Force Base, Illinois. The team helps DoD agencies move their telecommunications services from expiring GSA contracts (NETWORX, WITS 3, CVS and regional contracts) to the GSA Enterprise Infrastructure Solutions (EIS) contract and DITCO voice contracts without service disruption. The work covers about 35,000 services, 70,000 service orders and 40 customer data networks over the life of the program.

This is a key personnel position. Your resume will be submitted with our quotation, and you must be available to start full time on November 6, 2026. The position is contingent on contract award, which we expect to be decided in October 2026.

What you will do

You own the planning documents and schedules that drive DoD agency transitions to new telecommunications contracts, and you keep the program’s risks and lessons learned current.

  • Maintain the Transition Strategy and Management Plan, the Transition Project Management Plan and the Transition Master Schedule with the Government PMO.

  • Review individual agency transition plans and regional service plans for feasibility and alignment, and document findings in quarterly Transition Planning Analysis Reports.

  • Maintain the stakeholder register and coordinate with plan authors, customer agencies and GSA EIS contractors on areas of concern.

  • Identify risks, develop mitigation approaches, and maintain the program risk register.

  • Establish and run the lessons learned process and produce the Lessons Learned Report at transition completion.

  • Support integration of all task areas, status reporting and program reviews with the Program Manager.

Requirements

Bachelor’s degree from an accredited institution (required, no substitution).

  • U.S. citizenship (required by the contract).

  • Able to obtain a Tier 1 (NACI) background investigation and a DoD Common Access Card. A current Tier 1 or higher investigation is a plus but not required; the Government sponsors the investigation.

  • Available to begin full-time work on November 6, 2026.

  • At least 5 years of project management experience on federal IT or telecommunications programs.

  • Demonstrated experience producing integrated master schedules, risk registers and formal planning documents for a Government customer.

Preferred qualifications

  • Experience with telecommunications contract transitions or large multi-agency migrations.

  • PMP certification.

  • Experience with GSA transition plan formats or the EIS transition program., * Do you hold a Bachelor’s degree from an accredited institution?

Benefits & conditions

Remote within the continental United States. Occasional travel to Scott Air Force Base, Illinois, to receive or exchange Government equipment.

  • Core hours 8:00 AM to 4:30 PM Central, Monday through Friday. Occasional after-hours support for service cutovers.

  • Full time, W-2 employee of Cloudnet Systems LLC., $52 to $60 per hour depending on experience.
