Senior IT Program Manager

Razor is seeking an experienced Senior IT Program Manager to provide overall leadership and management for a Department of Defense program supporting the DoD Cyber Crime Center (DC3). This designated Key Personnel position will serve as the primary point of contact for Government leadership and oversee program execution, contractor and subcontractor personnel, staffing, financial performance, and technical deliverables.

The program supports enterprise IT infrastructure, cloud and hybrid architecture, DevSecOps, data strategy, AI/ML, and cybersecurity capabilities across DC3 facilities. Location & Work Arrangement

• Fully onsite, * Serve as the primary point of contact for Government leadership and program stakeholders.
• Provide overall leadership, management, and oversight of contractor and subcontractor personnel.
• Ensure program tasks, deliverables, staffing, and performance requirements are completed in accordance with the Performance Work Statement (PWS).
• Track program requirements, milestones, schedules, risks, and performance metrics.
• Maintain effective communication between Government stakeholders, contractor teams, and subcontractors.
• Identify and communicate contractual, programmatic, staffing, financial, and resource risks.
• Develop and maintain the Program Management Plan, Stakeholder Communication Plan, and Risk Management Plan.
• Lead program kickoff activities, monthly technical status meetings, and required program reviews.
• Prepare and submit Monthly Status Reports and other required program documentation.
• Manage technical, personnel, and managerial issues through appropriate notification and escalation processes.
• Oversee transition-in activities, including achievement of Initial Operating Capability (IOC) and Full Operating Capability (FOC), as well as transition-out activities.
• Ensure Key Personnel and program staff meet applicable qualifications and clearance requirements.
• Oversee financial, business, staffing, resource, and performance management activities.

• Active TS/SCI clearance required.
• U.S. citizenship required.

Education & Certification Requirements

• Bachelor’s degree or equivalent relevant professional experience.
• Current Project Management Professional (PMP) certification required., * Minimum 5 years of experience managing programs of similar size and complexity involving diverse technical teams and labor categories.
• Minimum 5 years of experience with contract financial management, performance monitoring, metrics, staffing, and reporting.
• Demonstrated experience managing technical programs involving multiple teams, stakeholders, subcontractors, and locations.
• Experience managing Government customer relationships, program deliverables, risks, staffing, schedules, and performance requirements.
• Strong program leadership, organizational, and problem-solving skills.
• Excellent written and verbal communication skills.

Preferred Qualifications

Experience managing programs involving one or more of the following:

• Cybersecurity and DoD cybersecurity compliance
• Cloud and hybrid infrastructure
• DevSecOps and enterprise IT
• AI/ML and data strategy
• Enterprise architecture
• Incident response
