Program Support Analyst

Seeking an experienced Program Support Analyst to support the Hampton Roads Sanitation District (HRSD) Capital Improvement Program (CIP) and Program Support Office (PSO).

The Program Support Analyst will help the PSO improve the systems, data, dashboards, and workflows used to plan and deliver HRSD’s CIP. This role works closely with project managers, program controls personnel, HRSD IT, and other HRSD teams to document requirements, improve Oracle Unifier processes, strengthen reporting, and support the integration of project and financial information.

The successful candidate will combine hands-on experience with project management information systems (PMIS) and dashboard development with the ability to translate business needs into clear requirements, procedures, and usable reporting. This position is expected to work onsite in Virginia Beach, Virginia, potentially for at least the first two years of the contract.

Key Responsibilities

Workflow Assessment & Process Improvement

• Review current project management workflows in Oracle Unifier and map existing processes.

• Identify gaps, bottlenecks, and inefficiencies in current workflows.

• Recommend which processes to retain, modify, or replace.

Requirements & Process Documentation

• Document business requirements, process maps, and Standard Operating Procedures (SOPs) for approved process and system changes.

• Develop user stories, test cases, and project management templates.

• Maintain clear documentation of decisions made during working sessions.

Data Analysis & Integration

• Analyze data and reporting needs across Oracle Unifier, Primavera P6, Oracle EBS, and other relevant tools.

• Support data quality checks and reconciliation across systems.

• Support definition of integration requirements between project and financial information systems.

Dashboards & Performance Reporting

• Develop or refine dashboards and recurring reports showing project scope, schedule, budget, commitments, risks, and changes.

• Report CIP performance at the project, program, and portfolio levels.

PMIS & Technology Integration

• Support PMIS requirements analysis and the evaluation of system improvements or future tools.

• Coordinate with HRSD IT and the Program Support Office on technology-related changes.

Stakeholder Engagement & Adoption

• Facilitate working sessions with project managers and other stakeholders.

• Support user acceptance testing (UAT) of process and system changes.

• Help prepare training materials and adoption guidance.

Deliverable Tracking & Communication

• Track assigned deliverables, issues, and follow-up actions., The Program Support Analyst will help HRSD strengthen the systems, data, and reporting that underpin its Capital Improvement Program. The position will connect HRSD’s business processes with its technology - ensuring Oracle Unifier workflows, integrated project and financial data, and CIP dashboards give project managers and leadership accurate, timely, and usable information at every level of the program.

• Minimum of seven (7) years of experience with project management information systems, Oracle Unifier, dashboard development, and integration of related software tools.

• Demonstrated ability to elicit requirements, analyze business processes, write clear procedures, and turn project data into usable reports or dashboards.

• Experience working with capital projects, infrastructure programs, or comparable complex project portfolios.

• Strong communication, facilitation, documentation, and analytical skills.

• Ability to work onsite with client teams.

Preferred Qualifications

• Experience with Primavera P6 and Oracle EBS.

• Experience with Power BI or similar dashboard tools.

• Experience with data governance and user acceptance testing.

• Experience supporting public utility or public agency capital programs.

• Relevant degree or professional certification.
