Job description
With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
This position is in the Utilities Support System Division (DOU SS) of the Information Technology (IT) Department. This position manages the departmentâs customer billing system, Oracle Customer Care and Billing (CC&B) system. The duties of this position include supporting the CC&B system production, working with business users, analysts, and other IT teams, designing, developing, and administering applications and systems to enhance business processes, documenting system procedures, mentoring junior staff and providing after-hour application support as needed. This position reports to the lead software application developer or an IT Supervisor., Plans and manages information technology related projects involving critical applications, large systems and sophisticated processes.
- Provides team leadership, guidance, business, and technical expertise on assigned projects involving citywide computer systems.
- Designs and/or creates database structures, data migration/conversion techniques for system(s) conversions or upgrades.
- Monitors and tunes databases in order to obtain optimum performance.
- Applies analytical and advanced design techniques in developing new programs or systems or modifying existing ones.
- Codes and/or tests programs and resolve related problems in large, complex systems.
- Provides technical guidance to lower-level IT personnel and contractors through training, mentoring, and coaching.
- Performs other or related duties as assigned.
Requirements
Experience with the following is preferred in the ideal candidate:
- Enterprise level application administration and support in a medium to large team environment.
- Programming experience, enterprise level software development, support and documentation with Microsoft Power BI, Structured Query Language (SQL), Java, Groovy, JavaScript, XML, HTML, python, batch scripts, Oracle Utilities Application Framework (OUAF) configuration tools, and experience utilizing the Software Development Life Cycle (SDLC) process
- Public utilities and experience in administering or supporting Linux, Windows, weblogic, Job scheduler, and Oracle Utilities Application Framework platform
Under general supervision, the Senior Applications Developer performs a variety of professional, technical, and analytical duties involving requirements analysis, design, development, testing, implementation, administration and support of new and existing small and large scale systems and databases in a multi-platform environment that includes mainframe, client server, distributed and web based systems., Principals and concepts of business process and software design; relational and distributed database technology; networks and communications; and project management.
- Software development methodologies and life cycles.
- Current trends in information technology software, business systems, hardware, networks, and communications.
- Commonly used programming languages, databases, and operating systems on multiple hardware platforms.
- Commercially available software, and application evaluation techniques.
- Applications development and structured analysis methods; data modeling theory and methods; disaster planning and recovery techniques; debugging and error detection.
- Software applications such as finance, human resources, utility billing, geographical information systems, and permitting.
- Advanced level form, screen, and report design techniques.
Skill in:
- The use of design and testing tools and methodologies
- Project Management and planning tools
- The use of various desktop tools
- A variety of complex programming languages, databases and operating systems on multiple hardware platforms
- The appropriate use of relational and distributed database technology
- Maintaining good working relationships with a variety of city staff at all levels
Ability to:

- Carry out multiple tasks, projects, and various other resources simultaneously, Possession of a Bachelorâs degree from an accredited college or university in Computer Science, Information Technology or a related field., Five years professional experience in information technology in a multi-platform environment doing one or more of the following: application development, database management, GIS programming, system analysis/development, and website design/development, project management.

About the company
The City of Sacramento, Sacramento County, California, was founded in 1849, and is the oldest incorporated city in California. In 1920, Sacramento City voters adopted a City Charter (municipal constitution) and a City Council-City Manager form of government, which are still used today.
The City Council consists of a Mayor elected by all City voters, and Councilmembers elected to represent the eight separate Council districts in the City. Each district is a separate geographical area with a population of about 51,000 residents. Each Councilmember must be a registered voter and live in the district they represent. Elected members serve 4 year terms and elections are staggered every two years in even numbered years. (Council District Information, including summary report of population and racial statistics).
The Council establishes City policies, ordinances, and land uses; approves the Cityâs annual budget, contracts, and agreements; hears appeals of decisions made by City staff or citizen advisory groups; and appoints four Charter Officers, a City Manager, City Attorney, City Treasurer, and City Clerk. Councilmembers serve on several working committees, such as Law and Legislation, and Personnel and Public Employees. In 2002, City voters amended the City Charter and established a Compensation Commission to set the compensation for the Mayor, Council members and public members of City boards and commissions. This Charter Amendment also established the Mayorâs position as a full-time job.
The City also has a Legislative Affairs Unit; itâs primary purpose is to advocate, coordinate and advance the Cityâs legislative agenda to enhance the Cityâs ability to govern and provide essential municipal and community services.
