Job description

This position provides leadership for Information Technology Division IT Operations, IT Infrastructure and IT Application Development management disciplines. It provides effective hands-on leadership for managers, supervisors and staff members in these IT disciplines for implementing and maintaining strategic and tactical approaches and continuous quality improvement of outcomes. This position ensures that divisional staff adhere to applicable federal and state law, department policies and procedures, the performance appraisal process, meet defined expectations and to ensure that staff work supports Children Youth and Families Department’s mission. This position creates and fosters an environment which supports and facilitates quality Information Technology services to Children Youth and Families Department, oversees, prepares, monitors and implements Information Technology Division’s Strategic Plan. How does it get done?

Exercise senior level responsibility and provide leadership for finance, budget, personnel, facilities (including offices and colocated data centers)

Provide strategic direction for technical domains by collaborating with the Office of the CIO to create annual strategic plans, set long-range direction and propose and manage the implementation of complex and significant innovative solutions.

Successfully manage multiple technical groups, including recruiting, hiring, training, developing, evaluating, and setting priorities, with a strong understanding of business needs and technology solutions.

Ensure work completion within schedule, budgetary, and design constraints; make decisions about analysis, design, and testing; solve complex technical problems; develop alternative methods for achieving goals when necessary.

Analyze the current IT services to identify weaknesses and develop opportunities for improvements. Perform ongoing quality review and improvement activities of specific enterprise and/or projects they are responsible for.

Responsible for development and testing of plans for technology business resumption, disaster recovery and incident response.

Lead review of vendor technical recommendations and proposals. Manage vendor contract deliverables and other work products as they relate to technology, application and/or data architecture.

Develop and maintain best practices and standards in process, design, architecture and operations of all aspects of information technology services, ensuring service level expectations for delivery of agency business services.

Monitor technology trends and evaluate emerging technologies for adoption and implementation. Minimum Qualification

Requirements

Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and eight (8) years of experience in network administration and design. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. At least four (4) years of which must be leading/supervising an applications development team., Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.

Benefits & conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. May be required to work additional hours and/or evening and weekend hours.
