Job description
- Develop and maintain DMV line-of-business applications used by DMV staff, other state agencies, and the public, primarily using C#, .NET web-based frameworks, SQL Server, and related web technologies and integrations.
- Analyze business requirements and design software solutions through the development lifecycle, including application architecture, user interfaces, business logic, relational database structures, and integrations with internal and third-party systems.
- Maintain and troubleshoot complex existing applications by independently analyzing application behavior, source code, databases, and integrations to identify the cause of problems and implement appropriate solutions.
- Take technical ownership of application development projects, working independently and, when appropriate, coordinating development activities and providing technical guidance to other developers from requirements through implementation.
- Contribute to the technical direction and quality of the programming team by mentoring other developers, helping resolve complex technical issues, and making recommendations for development practices, coding standards, tools, source control, and automated build processes.

You will also gain exposure to multiple IT disciplines, such as database systems, networking, security, and application development, while honing your skills through evaluation, analysis, and remediation of complex technical issues and projects.
This position is posted with the flexibility of an Application Developer 3 through Application Developer 4, with a review of the minimum qualifications determining the level at which the selected applicant will start. If selected at the Application Developer 3 level, we have a training plan designed to support progression to the Application Developer 4 level as experience and knowledge grow, providing an opportunity for promotion within the DMV Programming Section.
Requirements
We are interested in candidates who possess some or all of the following position specific competencies:
- Software Development: Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.
- Logical Systems Design: Knowledge of the principles and methods for designing business logic components, system processes and outputs, user interfaces, data inputs, and productivity tools (for example, computer-aided software engineering).
- Technical Problem Solving: Troubleshoots, diagnoses, analyzes, and identifies system malfunctions to determine the source and cause of the problem., Any combination of education and/or experience that provides the applicant with competencies in:
- Adaptability: Adjusts planned work by gathering relevant information and applying critical thinking to address multiple demand and competing priorities in a changing environment.
- Computer Languages: Knowledge of computer languages and their applications to enable a system to perform specific functions and skill in designing, writing, testing, debugging, troubleshooting, and maintaining the source code of computer programs.
- Customer/Quality Focus: Anticipates, monitors, and meets the needs of customers and responds to them in an effective, appropriate manner. Demonstrates commitment to identifying customers’ apparent and underlying needs and continually seeks to provide the highest quality service and product to all customers.
Equivalent to those typically gained by: Training in computer programming or system analysis and/or progressively responsible professional experience developing, testing, troubleshooting, or maintaining computer applications.
Application Developer 4
Any combination of education and/or experience that provides the applicant with competencies in:
- Adaptability: Adjusts planned work by gathering relevant information and applying critical thinking to address multiple demands and competing priorities in a changing environment.
- Computer Languages: Knowledge of computer languages and their applications to enable a system to perform specific functions and skill in designing, writing, testing, debugging, troubleshooting, and maintaining the source code of computer programs.
- Customer/Quality Focus: Anticipates, monitors, and meets the needs of customers and responds to them in an effective, appropriate manner. Demonstrates commitment to identifying customers’ apparent and underlying needs and continually seeks to provide the highest quality service and product to all customers.
- Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Equivalent to those typically gained by: Training in computer science or system analysis and/or progressively responsible professional experience analyzing, developing, testing, troubleshooting, or maintaining computer applications. Special Note: A position may focus on working in one or more computer languages. Which language(s) will be specified when recruiting to fill the position. “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation. “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job. “Training” means the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, online, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs. “Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession’s principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one’s own judgment.
“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility., If post-secondary education is required to meet the minimum qualifications, you must fill in the Education section of the application. If you have not obtained a degree, please indicate the number of units completed. Copies of transcripts are required to verify educational credentials if used to meet the minimum qualifications for a position. Transcripts can be attached at the time of application or within 48 hours of the close of this recruitment to the contact person listed below., Education completed in foreign colleges or universities may be used to meet the above requirements, if applicable. If utilizing this education you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. state university reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the state university.
