Azure & MuleSoft Integration Architect

We are seeking a senior Integration Architect to lead the technical direction of a state healthcare Integration Hub built on Azure and MuleSoft. This role is the go-to technical authority for architecture, security, disaster recovery, and compliance, working alongside HHSC, APEX, and NTT Data teams. What You Will Do

• Lead and validate the Integration Hub architecture across a dual-gateway design, with MuleSoft handling external traffic and Azure APIM managing internal APIs
• Partner with APEX, NTT Data, and HHSC architects to define HA/DR classifications
• Design the security model for the Secure Storage component
• Review and validate Azure sizing and cost projections
• Drive the build-approach decision (Terraform vs. NTT Data delivery)
• Act as the technical escalation point for complex issues
• Support Authority to Operate (ATO) efforts
• Coach and mentor the development team

Must-Have Skills

• Azure: API Management, Service Bus, Functions/Logic Apps, SQL Managed Instance (HA/DR, Always Encrypted), Managed Redis, Key Vault, Monitor/Log Analytics
• MuleSoft: Anypoint Platform, API-led connectivity, CloudHub 2.0 HA/DR
• Identity: Microsoft Entra ID, Okta/IAMOnline, OAuth2, OIDC, SAML
• Compliance: HHSC RMF, ATO, Archer GRC, HIPAA, Medicaid
• Networking: VNet, Private Link, VPN Gateway design
• IaC and Cost: Terraform (Azure), Azure cost modeling and FinOps

• Architecture experience on a state MMIS or large healthcare payer integration platform
• Familiarity with Texas DIR/DCS or similar state procurement and demand processes
• Azure Solutions Architect Expert (AZ-305) and/or MuleSoft Certified Architect
