Job description
The Test Engineer II evaluates technical performance, operational effectiveness, and system quality throughout the application and system lifecycle. Responsibilities include, Coordinate with engineering groups to define, document, analyze, perform, and interpret tests for products, systems, components, and modifications.Develop test criteria based on operational requirements and key performance parameters; maintain traceability to requirements and acceptance criteria.Create and maintain test plans, cases, scripts, test data, and expected results to verify system integrity, functionality, and security.Perform functional, integration, regression, performance, and reliability testing; evaluate interfaces, APIs, cloud services, and enterprise integrations.Conduct developmental and operational testing in accordance with DHS Instruction Guide 026-06-001-01 and applicable cybersecurity testing procedures.Identify functional problems, document defects and supporting evidence, suggest resolutions, and verify corrective actions through retesting.Analyze test cases and results; provide feedback and recommendations for product, application, or design changes and Government acceptance.Define internal quality control standards and maintain reliability programs; track test coverage, defect trends, and performance against approved criteria.Ensure testing procedures meet applicable Federal, DHS/CISA, and industry-specific standards; coordinate security and accessibility testing with specialists.Validate migration, data integrity, rollback procedures, and operational continuity during transition from legacy to modernized systems.Use modeling and simulation, where appropriate, to evaluate system behavior, performance, and operational effectiveness.Collaborate with developers, architects, data engineers, and operations teams during design reviews and agile delivery; improve testing and quality practices.Coordinate with vendors or suppliers, as needed, to develop or modify tests for components and integrated services.Maintain test documentation, results, and release readiness evidence; communicate risks and recommendations while protecting sensitive information, including Protected Critical Infrastructure Information (PCII).

Other related duties as assigned., This position primarily involves computer-based work, developing and reviewing tests and technical materials, and communicating with team members and stakeholders. Essential functions may be performed with or without reasonable accommodation.
Requirements
Security Requirements: Must be a US Citizen eligible to obtain / maintain a DHS Public Trust Clearance., Bachelor’s degree in Engineering or Computer Science.3-5 years of related experience in test engineering, software or systems testing, or quality assurance; additional relevant experience is welcome.DHS Trusted Tester Certification required.Experience defining test criteria and developing, executing, and analyzing test plans, test cases, scripts, and results for software and integrated systems.Experience with functional, integration, regression, performance, and reliability testing across the development lifecycle.Ability to identify functional problems, document reproducible defects, analyze results, and recommend product or design changes.Experience using test management, defect tracking, and automated testing tools and maintaining requirements-to-test traceability.Ability to define quality control standards and maintain reliability programs using measurable test coverage, defect, and performance indicators.Working knowledge of agile delivery and testing cloud applications, APIs, data integrations, and legacy system modernization.Familiarity with DHS cybersecurity testing procedures, applicable industry standards, and Section 508 accessibility testing.Superior analytical, documentation, and communication skills; ability to work independently and collaborate with engineering groups, vendors, and stakeholders.Must be a US citizen, able to obtain and maintain a DHS Public Trust Clearance.Experience with Federal or DHS/CISA systems, developmental and operational testing, and modeling or simulation is preferred.

General contract work hours are 8:00 a.m. to 4:00 p.m. Eastern Time, Monday through Friday, excluding federal holidays, with core availability from 9:00 a.m. to 3:00 p.m. Office noise is generally moderate. Occasional work outside normal hours, including weekends and holidays, may be required for crisis response or critical IT issues., $85,000.00
