Performs highly complex (seniorlevel) contract management and development work for the Information Technology Services Division (ITSD). Work involves developing, evaluating, and managing a broad range of information technology contracts, solicitations, and Statements of Work (SOWs) for the agency. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment., * Takes a lead role in the development of complex Statements of Work (SOWs) and presolicitation documents for ITSD procurements.
- Gathers, reviews, and edits technical and business requirements by organizing and conducting meetings with internal stakeholders to obtain necessary information.
- Utilizes approved agency SOW templates to build out requirement and deliverable sections, ensuring language is clear, measurable, and protects the agency’s interests.
- Obtains consensus from all identified stakeholders to ensure requirements and deliverables fully align with TxDMV needs prior to submitting documents for final leadership review.
- Reviews and coordinates the drafting of contract amendments, renewals, work orders, and Purchase Order Change Notices (POCNs) in coordination with IT Operations and Purchasing.
Stakeholder & Project Coordination
- Serves as a primary liaison working closely with the Project Management Office (PMO), Purchasing, and Legal to finalize SOWs and contract documents.
- Participates in crossfunctional project meetings, contributing contract expertise and coordinating with project teams to support procurement and delivery milestones.
- Collaborates seamlessly with the IT Operations team to provide backup support on contract/procurement matters and ensure continuity of operations.
- Works closely with various divisions to advise on contractrelated impacts when new agency policies or procedures are being developed.
Contract Management & Vendor Relations
- Engages directly with current and potential vendors regarding contract management issues, performance standards, and contract development matters.
- Assists in developing and implementing internal contract management tracking tools and frameworks.
- Maintains contract documentation and compliance records according to TxDMV and statewide procurement policies.
- Proactively identifies risks and develops contingency plans for solicitations.
- Assists in reviewing invoices for completeness, accuracy, and compliance with contractual terms, milestones, and deliverable acceptance criteria.
- Assists in monitoring vendor performance against contractual metrics and facilitating the submission of Vendor Performance Tracking System (VPTS) evaluations.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs related work as assigned., * Audit invoices and payment requests against contractual fee schedules, milestones, and deliverable acceptance terms.
- Identify contractual and project risks and recommend practical mitigation strategies.
- Communicate clearly and effectively, both verbally and in writing, to technical and nontechnical audiences.
- Work collaboratively across multiple IT teams, business units, project managers, legal counsel, and external vendors to establish effective working relationships.

Requirements
- Graduation from an accredited fouryear college or university with major coursework in Business Administration, Contract Management, Legal Studies, IT Management, Accounting, or a related field.
- Two (2) or more years of experience drafting, developing, or processing statements of work (SOW), requests for offers/proposals, or contract documents for IT projects.
- Additional related experience may be substituted for education on a year for year basis.
- Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) or ability to obtain certification within six (6) months of hire.
Preferred Experience
- Experience developing IT statements of work (SOWs) and managing solicitations specifically within a Texas state agency or higher education institution.
- Demonstrated working knowledge of DIR Cooperative Contracts, DBITS, ITSAC, and Texas Government Code Chapters 2157 and 2261.
- Current, active CTCD or CTCM certification at the time of application., * State of Texas procurement laws, rules, and guidelines (e.g., Texas Government Code Chapters 2155, 2157, 2261, and the State of Texas Procurement and Contract Management Guide).
- Contract development, negotiation principles, Statement of Work (SOW) drafting techniques, and performancebased contracting methods.
- Standard information technology concepts, terms, and delivery models (e.g., SaaS, cloud services, software licensing, hardware maintenance, and IT staff augmentation).
- Systems analysis principles and business process coordination.
Skill in:
- Synthesizing complex technical requirements into clear, concise, and measurable contractual language and deliverable acceptance criteria.
- Organizing and managing multiple contracting workflows and deliverables with high attention to detail.
- Managing multiple competing priorities and meeting strict procurement deadlines in a fastpaced environment.
- Strong analytical, research, and problemsolving techniques., A valid Class “C” driver’s license is required. If not currently a Texas resident, must obtain a Texas Driver’s License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
