Job description

The Sponsor’s Digital Workforce Solutions component within the organization’s Enterprise Data Management (EDM) element requires a Systems Architect to assess current “as-is” architecture and establish future “to-be” architecture. The future architecture will help the Sponsor organization develop and implement common standards for data, metadata, APIs, security, and governance that align with the organization’s strategic direction and ensure interoperability and data sharing within the EDM element and across the Sponsor Agency. The Systems Architect will identify gaps and recommend approaches to help EDM meet mission needs with the main goal of accelerating technology onboarding and making element systems AI-ready. Duties include, but are not limited to, the following:

  • Document and assess current “as-is” architecture.
  • Define future “to be” architecture to align with the Agency-wide standards.
  • Identify gaps and recommend approaches to establish a long-term architectural foundation in alignment with organizational and Agency-wide standards and vision.
  • Ensure records management processes and requirements are included in the early design stages of IT solutions.
  • Help establish a data lake/lakehouse to store disparate data centrally.
  • Help establish a scalable and secure micro-services based platform that enables EDM to unlock the full potential of the data lake/lakehouse.

Requirements

  • Must possess and be able to maintain a TS/SCI clearance with polygraph.
  • Bachelor’s degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
  • Bachelor’s degree with 15 years of experience in a related field (fewer years of experience are acceptable with an advanced degree: MS 10-13, PhD 8-10).
  • Demonstrated knowledge of architecting solutions to complex application problems.
  • Ability to analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations.
  • Demonstrated knowledge of enterprise data strategy, data governance practices, data stewardship principles, data architecture principles, data standards, and metadata management best practices.
  • Experience with successful full life-cycle software development projects.
  • Ability to translate requirements into end-to-end designs for systems that involve multiple interfaces and supporting data.

  • For example, this may include experience with Web Services, Service-Oriented Architecture (SOA), application integration technologies and approaches, Business Intelligence/Data Warehousing solutions, and data management technologies (Extract-Transform-Load (ETL), Data Profiling, Data Mining, and Metadata Repositories).

Desired Qualifications:

  • Doctorate (or equivalent experience) in a field related to the position.
  • 20 years of experience.
  • 5 years of experience in the Intelligence Community.
  • Experience and a strong understanding of the Sponsor’s EDM systems and architecture.
  • Familiarity with the Sponsor’s business areas and system integration needs.
  • Strong understanding of the Sponsor’s EDM system gaps to help identify new systems to integrate efficiency services.
  • Previous experience as a SETA contractor and the ability to work in a consultative role.
  • Strong analytical skills and the ability to create original concepts and theories for various projects.
  • Ability to work in a dynamic and challenging environment.
  • Strong oral and written communication and interpersonal skills.
  • Ability to explain technical issues clearly and accurately to both technical and non-technical audiences.
