Job description

The Application Architect serves as the senior technology leader responsible for defining and executing the architecture strategy, roadmap, and modernization vision for a Medicaid account, ensuring alignment with business goals, regulatory requirements, and operational excellence.

This role provides enterprise-wide architecture leadership across applications, cloud, data, integration, security, and emerging technologies while serving as a trusted advisor to state Medicaid agencies and internal stakeholders.

Your role in our mission

  • Define and drive the technology architecture strategy, roadmap, and modernization initiatives for a large-scale Medicaid account, aligning technology investments with business and contractual objectives.
  • Lead architecture governance, establish standards and best practices, and provide oversight for application, integration, cloud, infrastructure, and security architectures.
  • Serve as the senior technical advisor to state Medicaid agencies, partnering with business and technical stakeholders to support strategic planning, governance, audits, and modernization efforts.
  • Guide application modernization, cloud adoption, API and integration strategies, ensuring solutions are scalable, secure, resilient, and aligned with enterprise architecture standards.
  • Ensure compliance with Medicaid, HIPAA, CMS, NIST, IRS 1075, and other regulatory and contractual requirements while promoting secure-by-design architecture practices.
  • Drive interoperability and data exchange strategies, supporting APIs, integrations, ETL processes, and industry-standard healthcare interoperability frameworks.
  • Lead technical risk, technical debt, and solution oversight activities across the software development lifecycle, providing architectural guidance for complex programs and mission-critical Medicaid systems.

Requirements

  • 9+ years of experience in enterprise, solution, or technology architecture, including leadership of large-scale architecture initiatives and strategic technology roadmaps.
  • 7+ years of Medicaid, MMIS, MES, healthcare payer, or government healthcare experience, supporting complex, mission-critical systems and working directly with state agencies or government clients.
  • Strong expertise in application, integration, data, cloud, infrastructure, and security architecture, with experience modernizing legacy systems and enterprise platforms.
  • Experience establishing architecture governance frameworks, leveraging enterprise architecture methodologies and tools such as LeanIX, TOGAF, or equivalent platforms.
  • Deep understanding of modern software engineering practices, including SDLC, DevSecOps, CI/CD, security, privacy, compliance, risk management, and technology lifecycle governance.

Preferred Qualifications

  • Experience with CMS Medicaid Enterprise Architecture (MEA), MITA, modular MMIS/MES implementations, and CMS certification requirements.
  • Hands-on experience with cloud platforms (AWS, Azure), enterprise databases (Oracle, SQL Server, PostgreSQL), and large-scale healthcare technology environments.
  • Experience designing and supporting APIs, REST services, event-driven integrations, data lakes, data warehouses, analytics/AI platforms, and identity & access management solutions.
