Here are some of the specifics about the role:
- Project Leadership: Drive the execution of the MMIS implementation from initiation through deployment and post-implementation stabilization.
- Stakeholder Management: Act as the primary liaison between state Medicaid agencies, federal partners (CMS), enterprise vendors, and internal business units.
- Scope & Schedule Management: Develop and maintain detailed project plans, tracking milestones, critical paths, and resource allocations.
- Risk & Issue Mitigation: Proactively identify, track, and mitigate project risks and issues to prevent timeline slippage or scope creep.
- CMS Certification Support: Guide the project team through the CMS Outcomes-Based Certification (OBC) or Streamlined Modular Certification (SMC) processes.
- Vendor Oversight: Monitor vendor deliverables, ensuring compliance with service level agreements (SLAs), technical specifications, and contractual obligations.
- Financial Management: Oversee the project budget, tracking expenditures, forecasts, and variance to ensure fiscal responsibility.
Requirements
- Experience: Minimum of 7-10 years of IT project management experience, with at least 5 years dedicated to large-scale MMIS implementations or Medicaid modernization projects.
- Education: Bachelor’s degree in Computer Science, Information Technology, Healthcare Administration, Business Administration, or a related field.
- Certification: Active Project Management Professional (PMP) certification is strictly required.
- Domain Knowledge: Deep understanding of Medicaid modularity, MITA (Medicaid Information Technology Architecture) maturity frameworks, and CMS MECT/MECT toolkits.
- Communication: Exceptional written and verbal communication skills, with proven ability to present complex technical concepts to non-technical state executives.
