Job description
The primary purpose of this position is to support business analysis, system analysis, programming, and production support activities for applications and data systems within the organizational unit. The Application Systems Analyst I assists in the development, enhancement, and maintenance of enterprise applications, integrations, and data processes across Microsoft-based systems and modern cloud data platforms.
This role performs entry-level technical duties such as participating in requirements gathering sessions; assisting in the development of functional and technical documentation; performing programming tasks; helping analyze and update existing systems; supporting routine data pipeline activities; and assisting with system configuration and basic administration tasks. Additional responsibilities include helping prepare test plans, executing test cases, documenting results, and monitoring application performance under the guidance of senior team members to reduce production issues.
The position works collaboratively with stakeholders across Product, Operations, and Engineering to understand business needs and support the development of automated solutions, data models, and reporting assets using tools such as Power BI. Work includes assisting with diagnosing data issues, reconciling information across systems, and supporting data quality validation efforts., The Office of the Secretary serves as the executive leadership arm of the North Carolina Department of Health and Human Services (NCDHHS), guiding the Department’s mission to improve the health, safety, and well-being of all North Carolinians. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises four sections: Implementation and Operations, Strategy and Workforce, Enterprise Technology, and Vendor and Finance. ITD offers the following services but not limited to implementations, operations, project/portfolio management, infrastructure, consulting, business division liaison, digital transformation, IT strategy, enterprise technology, IT contract and vendor management, and data office services., * Degrees must be received from appropriately accredited institutions. Veterans’ and National Guard Preference

Requirements
Do you have experience in Testing and evaluation?, Do you have a High school diploma or GED?, The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
- Experience supporting multiple phases of the SDLC, including assisting with requirements, design, programming, testing, documentation, and production support for application or data-related solutions.
- Working knowledge of SQL and data modeling concepts, including writing queries, understanding relational data structures, and supporting databases such as SQL Server, Oracle, or cloud based platforms.
- Exposure to data pipelines and system integrations, including assisting with API-based workflows, troubleshooting data ingestion issues, reconciling datasets, and performing basic data quality checks.
- Experience assisting with reporting or dashboard development using tools such as Power BI, SSRS, or Crystal Reports, including basic KPI definition, report layout, and gathering reporting needs from stakeholders.
- Foundational knowledge of Python and tools such as Jupyter notebooks, with the ability to assist in scripting or data related tasks under senior guidance., Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in computer science or an IT related field from an appropriately accredited institution
OR
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development
OR
High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development
OR
An equivalent combination of education and experience.
