Job description

The ideal candidate will bring extensive Texas public sector experience, deep knowledge of PeopleSoft technologies, ITIL service management practices, and proven expertise supporting large-scale ERP environments. This role requires a highly skilled professional capable of independently managing complex technical initiatives, vendor oversight, accessibility compliance, and enterprise application support., * Provide senior-level technical consulting and oversight for enterprise CAPPS program initiatives.

  • Review and validate system requirements, technical designs, development activities, and testing deliverables provided by managed service vendors.
  • Ensure compliance with established development standards, coding standards, and Software Development Lifecycle (SDLC) methodologies.
  • Oversee WCAG 2.1 accessibility compliance efforts, including testing coordination, waiver submissions, remediation tracking, and renewal management.
  • Conduct technical and functional design reviews to identify risks, dependencies, integration impacts, security considerations, scalability concerns, and performance issues.
  • Review code and migration packages to ensure compliance with established standards and requirements.
  • Maintain and support the enterprise Service Desk platform, including configuration management, administration, troubleshooting, reporting, integrations, and API support.
  • Provide advanced Level 2 Service Desk support for complex incidents and technical issues.
  • Participate in Major Incident Management (MIM) activities, disaster recovery testing, system upgrades, and operational readiness exercises.
  • Support statewide agencies with technical issues involving interfaces, file transfers, connectivity, batch processing, and system integrations.
  • Create executive-level presentations, technical documentation, reports, and status updates.
  • Collaborate with internal stakeholders, vendors, and technical teams to ensure successful delivery of program objectives.
  • Support information security initiatives and participate in annual audit and compliance activities.
  • Present technical information at user groups, stakeholder meetings, and governance sessions., Qualified candidates are encouraged to submit an updated resume highlighting specific examples of experience related to:

Requirements

Do you have experience in Vendor relationship management?, * 10+ years supporting Texas state government agencies or public sector organizations.

  • 10+ years supporting enterprise application systems and large-scale ERP environments.
  • 10+ years creating and managing strategic technology roadmaps and technical initiatives.
  • 10+ years conducting executive-level presentations and stakeholder communications.
  • 10+ years of technical project management experience supporting ERP programs.
  • 10+ years interpreting contracts and managing vendor accountability.
  • 10+ years of experience with data integration, data quality management, and SDLC methodologies.
  • 10+ years of technical experience with:
  • PeopleSoft FSCM and/or HCM 9.2
  • PeopleTools
  • PeopleCode
  • Application Designer
  • SQL
  • PS Query
  • SQR
  • Application Engine
  • Oracle Database 11g or higher
  • 10+ years supporting enterprise production environments serving large multi-agency organizations.
  • 8+ years working within ITIL-based service management environments.
  • 3+ years administering BOSSDesk or comparable ITIL-compliant service desk platforms.
  • Strong experience gathering business requirements for large-scale projects.
  • Strong written, verbal, presentation, and interpersonal communication skills.
  • Experience working independently in both onsite and remote team environments.
  • Knowledge of Agile, SDLC, project management, and IT service management methodologies.
  • Knowledge of Oracle PeopleSoft functional and technical architecture.
  • Strong analytical, problem-solving, and multitasking abilities.
  • Experience with information security frameworks such as NIST.

Preferred Qualifications

  • Experience with software and hardware management best practices.
  • Experience supporting statewide financial systems.
  • Experience developing technical specifications for procurement initiatives.
  • Experience with CGI Advantage or similar enterprise financial systems.
