Project: FBI CODIS Cloud Migration Support (CJIS Stakeholder Engagement) - The FBI CODIS Cloud Migration initiative represents a critical modernization effort involving the secure transition of sensitive criminal justice DNA data systems from legacy on-premises infrastructure to a federally managed cloud environment. This role is central to ensuring CJIS State Agencies understand, trust, and successfully adopt the new platform while maintaining compliance with strict legal, security, and operational requirements.

We are seeking an experienced Organizational Change Management (OCM) Specialist to support the FBI CODIS program as it transitions state-level CJIS partner agencies from on-premises environments to a secure FBI Cloud infrastructure. This role will focus on stakeholder engagement, communications strategy, and adoption enablement across a highly sensitive criminal justice ecosystem.

The successful candidate will work closely with a small cross-functional team to develop and execute a comprehensive change management strategy designed to build trust, increase adoption readiness, and ensure clarity around security, legal, and operational implications of cloud migration for CJIS State Agencies., * Develop and execute a structured organizational change management strategy supporting cloud migration for CJIS State Agencies participating in the CODIS program.

  • Design and implement a stakeholder communication plan tailored to technical, operational, and executive audiences across state and federal criminal justice organizations.
  • Create clear, consistent, and accessible communication materials, including:

  • Executive briefings
  • Newsletters and updates
  • Transition roadmaps
  • Training and onboarding materials

Develop a comprehensive FAQ repository addressing concerns related to:

  • Cloud security and data protection
  • Legal and regulatory compliance
  • CJIS policy alignment
  • Operational impact of migration

Support development of a marketing and outreach plan to improve adoption confidence and engagement across CJIS State Agencies.

Partner with technical and security teams to translate complex cloud, cybersecurity, and compliance concepts into non-technical, stakeholder-friendly messaging.

Facilitate stakeholder workshops, briefings, and working sessions with state-level criminal justice representatives.

Identify and manage change risks, resistance points, and adoption barriers, escalating issues as needed.

Ensure messaging aligns with FBI CJIS security policies, DOJ standards, and applicable federal/state legal frameworks.

Requirements

  • 5+ years of experience in Organizational Change Management, Communications, or Stakeholder Engagement roles in complex enterprise or government environments.
  • Demonstrated experience supporting technology transformation programs, preferably cloud migrations or cybersecurity initiatives.
  • Strong ability to communicate complex technical topics (cloud computing, cybersecurity, data governance) in clear, non-technical language.
  • Working knowledge of:

  • Cloud computing concepts (AWS, Azure, or equivalent)
  • Cybersecurity fundamentals and data protection principles
  • Legal and compliance considerations in regulated environments

Proven experience working with multi-stakeholder environments, including government agencies, law enforcement, or public sector organizations.

Excellent written and verbal communication skills with attention to clarity, tone, and audience tailoring.

Experience developing structured communication artifacts (FAQs, executive summaries, presentations, training materials).

DESIRED SKILLS

  • Prosci Change Management Certification or equivalent Organizational Change Management certification (e.g., ACMP, CCMP).
  • Prior experience supporting criminal justice systems, CJIS environments, or federal law enforcement programs.
  • Familiarity with data migration programs, secure cloud adoption frameworks, or federal IT modernization initiatives.
  • Experience working in Agile or hybrid Agile/Waterfall program environments.
  • Background exposure to secure data platforms or sensitive data governance programs.
