Job description

The position will serve as the BTO Functional Manager (FM or Position), leading the BTO Functional Section within the BTO and supporting the functional roles in various statewide modernization projects. The position is responsible for directing the transition to a modernized system by leveraging existing data integration from departments and jurisdictions. In subsequent phases of system implementation, the FM will closely evaluate opportunities to leverage existing enterprise resource planning functionality to enable workflow and process automation in a timely and accurate manner. The FM will evaluate, direct, and guide modifications and enhancements to standardize processes and maximize delivered functionality within those modules.

The role of the BTO Functional Manager will span multi-year and multi-faceted modernization projects and will further establish the knowledge base needed to ensure operations and maintenance of enterprise systems are efficiently managed to effectively serve the State. The position is critical in the build, configuration, and establishment of new enterprise solutions.

In this role, you will:

  • Lead the Functional Section by initiating and completing complex projects, coordinating teams of subject matter experts, and ensuring the accuracy and timely completion of deliverables.
  • Direct analysis and evaluation of program and project areas that require data integration and workflow coordination, including convening review sessions with departmental and cross-jurisdictional stakeholders.
  • Support the development, implementation, maintenance, and operations of enterprise resource planning (ERP) solutions, including evaluation of statewide work processes, configuration of business rules, and automation of operations.
  • Conduct functional and configuration management activities such as fit-gap analysis, business process re-engineering, functional documentation, system testing, and coordination of end-user testing and training.
  • Provide strategic guidance to functional and operational leadership and collaborate with fusion teams to inform overall system design and solution effectiveness.
  • Analyze and define security requirements, perform security risk assessments, identify vulnerabilities, and recommend modifications to ensure appropriate levels of system security.
  • Develop, update, and communicate policies and procedures resulting from system modernization, while ensuring that business requirements are clearly documented for future adoption and integration.
  • Lead the implementation of project modules transitioning to new service center operations and conduct complex end-to-end quality reviews of contractor policies, procedures, and performance.
  • Direct and coordinate system design and configuration work with departmental stakeholders and project team members.
  • Establish and monitor strategies, goals, and objectives that guide independent quality reviews, contract compliance, and vendor oversight.
  • Prepare written reports and documentation summarizing review findings and provide ongoing communication to senior leadership on system effectiveness, efficiencies, and contractor quality controls.
  • Perform risk analysis assessments and recommend process or program modifications as needed.
  • Shape and support the transition to an evolving shared services operating model that will mature into a statewide enhanced service center.

Requirements

Do you have a valid Driver’s License license?, Do you have experience in User training (technical support)?, Do you have a Bachelor’s degree?, * Experience leading complex functional workstreams and coordinating multidisciplinary teams, including subject matter experts across departments, agencies, and jurisdictions.

  • Strong analytical skills to support business process evaluation, re-engineering, fit-gap assessment, functional documentation, and ERP configuration work.
  • Knowledge of ERP system operations, including testing, training, troubleshooting, and integration updates with third-party systems.
  • Ability to identify, evaluate, and address system security requirements, perform risk analyses, and recommend appropriate mitigation strategies.
  • Skill in supporting quality assurance efforts, including reviewing contractor processes, monitoring compliance, and preparing clear written reports.
  • Experience collaborating with functional, operational, and technical teams to support system design, configuration, and solution effectiveness.
  • Capacity to evaluate and manage operational impacts from system changes, regulatory requirements, collective bargaining updates, and enterprise-level business events such as mass transactions.
  • Ability to translate business requirements into technical specifications and support the development of new policies, procedures, training materials, and statewide communication.
  • Skill in managing resources, allocating staff and funds for upgrades or system builds, and overseeing complex system implementation timelines.

  • Initiative to stay current with system enhancements, module upgrades, patches, and enterprise governance requirements through continuous learning and professional development., Extensive understanding of laws and regulatory requirements governing functional areas, with advanced expertise in security administration, auditing processes, and security-profile management. Knowledge of human resources, accounting/payroll, finance, budgeting, and other enterprise-resource-planning functions. Strong understanding of test-strategy design, test planning, and test execution, including user-acceptance testing and test monitoring. Comprehensive knowledge of project-accounting functions, including time tracking, cost allocation, budget control, and asset creation.

Skills/Abilities:

Analyze, classify, and document business requirements and functional design specifications; communicate system updates and changes clearly to diverse stakeholders. Manage competing priorities and drive results through multidisciplinary teams with matrixed reporting relationships. Translate business processes and workflows into clear documentation and presentations. Interpret and apply compliance requirements, regulatory controls, audit standards, and fiscal rules at an organizational level. Ability to standardize business processes across diverse departments to promote consistency, efficiency, and strong internal controls.

Experience and Education:

Four (4) years of responsible administrative, professional or analytical work experience that provided the knowledge, skills and abilities described above; or

Graduation from an accredited four (4) year college or university with a bachelor’s degree in management information systems, finance, accounting, computer science, business applications, or related field. Specialized Experience:

Three (3) years of professional experience in accounting and finance system administration, including work on system implementations or transitions across major enterprise platforms. Experience gathering, evaluating, and analyzing information to recommend solutions; eliciting information orally and in writing; and preparing clear reports and recommendations. Experience leading complex functional workstreams for cloud-based SaaS solutions and overseeing configurable environments that meet accessibility, usability, and compliance standards. Experience leading organizational change management efforts, including readiness assessments, impact analysis, communication strategy development, training planning, and user adoption initiatives.

Supervisory Aptitude - Demonstrated potential for supervisory duties through successful assignments involving leadership responsibilities, completion of supervisory training with applied skills, and/or positive evaluations indicating supervisory capability. DESIRABLE LICENSES, CERTIFICATES, ETC.

  • Project Management Professional (PMP)
  • Business Analyst Professional (BAP)
  • Certified Public Accountant (CPA)
  • Possession of a driver’s license to operate a vehicle in the State of Hawaii to commute to conduct meetings and trainings for stakeholders requiring coordination with other departments, governmental agencies, and other stakeholders. May need to operate a rental vehicle when attending trainings or meetings held out-of-state (e.g., conferences)., Master’s degree in accounting, financial management, management information systems, computer sciences, business applications, or related field.
