Job description
The Nebraska Department of Health and Human Services is seeking an IT Applications Developer - MMIS to play a key role in developing and supporting the mainframe systems that power critical Medicaid services. This position is ideal for a detail-oriented developer with COBOL expertise who enjoys solving complex production issues, enhancing system performance, and contributing to large-scale development efforts in a structured mainframe environment. If you bring experience with COBOL, DB2, CICS, and SQL-and want your work to support healthcare access for thousands of Nebraskans-this is your opportunity to make a meaningful impact.
This is a full-time/permanent on-site role in Lincoln, Nebraska. Not eligible to be a contracted position.

Examples of Work
You will perform development, maintenance, and production support for the state’s mainframe Medicaid Management Information System (MMIS). Work with business analysts, senior developers, and Medicaid program staff to implement efficient technical solutions to business needs. Other job duties include:
- Write, debug, document, and test COBOL/DB2/CICS programs in a mainframe environment.
- Analyze and resolve production issues
- Create detailed system design documents for system enhancement projects
- Assist senior application developers in large, complex development projects
- Maintain technical documentation
Requirements
Do you have experience in Technical writing within technology?, Do you have a Associate’s degree?, * Associate’s degree in computer programming or similar area.
- Experience developing and testing COBOL programs
- Strong knowledge of SQL and relational databases
- Experience with JCL and CICS
- Experience with the software development lifecycle.
Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote or hybrid work available.
Knowledge, Skills, Abilities
Candidate must have strong technical and analytical skills. This position involves working directly with business staff and multiple other development teams on projects; interpersonal skills and teamwork are required. Candidates must have strong organization, problem-solving, and communication skills.
