Job description

The Programmer IV serves as a senior .NET and Angular developer and performs advanced technical consultation, mentoring, and solution leadership to ensure the technical continuity and quality of development, enhancement, and maintenance efforts for information systems supporting the HHSC Division of Behavioral Health Services.

Responsibilities include but not limited to reviewing and evaluating project plans from a technical perspective; leading analysis, design, programming, testing, and documentation activities; estimating resource requirements; developing technical specifications; conducting structured code reviews; mentoring new and experienced programmers on modern development methods and standards; and keeping management informed while coordinating effectively with other Information Technology groups.

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

  • Designs, develops, modifies, tests, and deploys complex enterprise applications and services using modern .NET technologies and Angular frameworks. Implements and maintains application components including APIs, services, business logic, integration layers, database objects, and automation scripts. Translates approved business and technical requirements into secure, scalable, and maintainable code solutions. Performs full development lifecycle activities including solution design, coding, peer review, unit and integration testing, defect remediation, and production implementation support. (40%)
  • Leads code reviews and technical walkthroughs to ensure adherence to agency development standards, secure coding practices, accessibility requirements, and system and business requirements. Provides technical feedback and guidance to development teams to maintain code quality and align with architectural standards. (20%)
  • Analyzes requirements for new applications and enhancements and collaborates with business analysts, architects, quality assurance staff, and stakeholders to refine technical scope. Produces technical design documentation, interface and data mapping details, and implementation estimates. Evaluates alternatives and recommends solution approaches that align with architecture standards, maintainability, and long-term support considerations. (15%)
  • Works as a senior member of a software development team and coordinates development activities with developers, database professionals, quality assurance analysts, and project leadership. Provides regular development status updates, communicates risks and dependencies, supports release planning, and assists with issue triage during development, testing, and post-deployment stabilization. (15%)
  • Develops and maintains expertise in programming tools and platform capabilities required to meet division needs, including current .NET and Angular releases, front-end performance techniques, and secure web development practices. Continuously improves technical knowledge through documentation, technical communities, training, and hands-on prototyping of relevant technologies and patterns. (5%)
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Requirements

Do you have experience in Visual Studio?, Do you have a Bachelor’s degree?, Knowledge of enterprise web application development using C#, ASP.NET Core/.NET, RESTful API design, JavaScript/TypeScript, Angular, HTML5, CSS3, and related front-end frameworks and libraries.

Knowledge of software architecture and design patterns for scalable, maintainable, and testable applications, including layered architecture, dependency injection, and component-based UI development.

Knowledge of database management systems such as Oracle and/or SQL Server, including data modeling concepts, query optimization, and stored procedure development.

Knowledge of software development lifecycle methodologies, including Agile and iterative delivery practices.

Knowledge of web application security principles, including authentication, authorization, input validation, data protection, and vulnerability mitigation practices.

Knowledge of Internet Information Services (IIS) and application hosting, configuration, and deployment considerations.

Knowledge of concepts and techniques for designing and building accessible web applications in alignment with applicable accessibility standards (i.e.508, JAWS etc.).

Knowledge of version controlling platforms such as Git, GitHub etc.,

Skill in computer programming and application troubleshooting across front-end, back-end, and data access layers.

Skill in writing, testing, and maintaining code for both new development and enhancement/maintenance efforts.

Skill in planning, scheduling, and prioritizing work assignments in a multi-project environment.

Skill in written and verbal communication with technical and non-technical audiences.

Skill in collaborating with cross-functional teams to achieve project milestones and quality outcomes.

Ability to analyze complex problems and develop practical, supportable solutions.

Ability to analyze functional and technical requirements and translate them into effective design and implementation approaches.

Ability to perform detailed work accurately and in accordance with established standards.

Ability to work independently with limited supervision while effectively coordinating with team members and stakeholders.

Ability to support production systems, investigate incidents, and participate in timely resolution of application issues., Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field. May substitute Education with direct work experience on a year-for-year basis.

Minimum of 6 years’ experience developing applications using Visual Studio and C#, ASP.NET along with back-end development/integration tools and at least 3 years of Angular experience.
