PeopleSoft FSCM General Ledger Business Analyst - PSBA 26-07588

We are seeking an experienced PeopleSoft FSCM 9.2 General Ledger Business Analyst to support system upgrades and new module implementations within a large-scale financial systems environment. This role requires deep expertise in government accounting practices, business analysis, and end-to-end system lifecycle support.

The ideal candidate will work closely with stakeholders and subject matter experts (SMEs) to gather requirements, analyze business processes, and deliver high-quality documentation and testing support across multiple concurrent projects., * Analyze business requirements, processes, and system needs

• Conduct cost/benefit analysis and recommend optimal solutions
• Facilitate meetings with stakeholders and SMEs to gather and validate requirements
• Document functional requirements, workflows, and system specifications
• Develop test plans, test scenarios, and execute end-to-end system testing
• Support multiple testing cycles including UAT and regression testing
• Prepare user training materials and assist in knowledge transfer
• Ensure alignment of system capabilities with business objectives
• Collaborate with cross-functional teams to support system upgrades and implementations
• Present findings and recommendations to business and technical stakeholders

• 8+ years of experience as a Business Analyst supporting PeopleSoft FSCM (General Ledger & Commitment Accounting)
• 8+ years of experience in state government accounting practices
• 8+ years of experience creating comprehensive project deliverables (BRDs, FRDs, test plans, etc.)
• 8+ years of experience performing end-to-end system testing
• 8+ years of experience presenting to business stakeholders in formal settings
• Strong proficiency with Microsoft O365 tools (Word, Excel, PowerPoint, Visio)
• Excellent written and verbal communication skills, * Experience with state-level PeopleSoft FSCM systems (e.g., CAPPS Financials)
• Experience working in Agile/Scrum environments using Jira
• Experience with SharePoint lists and collaboration tools
• Familiarity with Microsoft Teams features for project collaboration
• Experience with Phire change management tool, * Strong analytical and problem-solving skills
• Ability to work independently on complex initiatives
• Excellent stakeholder management and communication
• Attention to detail and documentation accuracy
• Adaptability in a dynamic, multi-project environment
