Job description
Under the supervision of the Health Administrator or designee, the Computer Programmer develops and maintains software and data systems to advance programs and initiatives within the department. Develops, modifies, and maintains complex programs; designs and implements the interrelations of files and records within programs which will effectively fit into the overall design of the program’s needs. The Computer Programmer bridges technology and public health information to advance the goals and mission of the department., * Employee will accurately document all time worked.
- Designs, develops, and maintains applications and databases that support vital public health functions from personnel data to disease surveillance and health programs management.
- Oversees the deployment of new software and upgrades, including testing, configuring production environments, and troubleshooting application or data issues.
- Develops solutions that allow multiple public health information systems and data sources to work together seamlessly.
- Creates, manages, and queries large, complex public health datasets. This includes tasks such as data quality control, data integration, and generating reports.
- Ensures all systems and data management processes comply with federal and state regulations related to public health including HIPAA and maintains the privacy and security of confidential health data.
- Works with technical and non-technical public health staff to understand their program needs to develop programs and systems explaining technical concepts clearly.
- Makes suggestions and recommendations that will help shape policies and strategies to advance and promote department programs and initiatives.
- Other duties as assigned., Judgement is required to ensure completion of job activities as assigned by the Immediate Supervisor or designee. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals.

Requirements
Do you have a valid Driver’s License license?, Do you have experience in Software engineering?, Do you have a Bachelor’s degree?, A bachelor’s degree in computer science, health informatics, or a related field from an accredited college or university plus at least one year of programming or software development experience.
Every two years of professional experience directly related to the duties of the job may be substituted for every one year of required education.
KNOWLEDGE, SKILLS, AND ABILITIES:
Proficiency in programming languages like SQL, Python, C#, and JavaScript. Experience with database systems such as SQL Server, Oracle, or PostgreSQL. Knowledge of public health and healthcare systems and practices. Understanding of data standards such as HL7 and FHIR, which are crucial for system interoperability. Knowledge of public health and healthcare regulations, including the security and privacy mandates of HIPAA. Ability to break down complex issues, analyze data trends, and develop creative solutions. Knowledge of planning and programming methodologies. Ability to communicate effectively (oral, written and Spanish speaking ability). Ability to analyze and evaluate public health needs. Ability to train others. Advanced knowledge of computer programs software and databases (MSWord, Excel, PowerPoint, internet). Ability to follow oral and written instructions. Ability to work with the public and other County departments. Ability to work with confidential client information.
SPECIAL REQUIREMENTS:
Must have a valid Texas Driver’s License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.e., Saturdays and Sundays). Criminal background check is required for employment or continued employment.
PHYSICAL DEMANDS:
Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.
