Job description
Sanctuary Personnel are seeking an experienced Strategic Lead in Corporate Transformation to support a local authority transformation programme. This senior leadership role will drive complex organisational change, service improvement, and cultural transformation across multiple departments, ensuring delivery of measurable outcomes for residents.
You will provide strategic oversight across a portfolio of transformation programmes, ensuring alignment with corporate priorities, governance standards, and best practice in public sector transformation., Strategic Leadership
- Support the Assistant Director in delivering the organisation’s transformation programme
- Provide strategic direction across multiple transformation portfolios
- Translate corporate objectives into clear, deliverable transformation plans
- Deputise for the Assistant Director as required
Programme & Change Delivery
- Lead complex transformation programmes across services and departments
- Ensure delivery on time, within budget, and to agreed quality standards
- Apply recognised methodologies (e.g. PRINCE2, MSP, Agile) to programme delivery
- Embed effective change management frameworks across the organisation
People & Team Management
- Lead, manage, and develop a high-performing transformation team (up to 15 FTE)
- Motivate multidisciplinary teams including project managers, analysts, and change specialists
- Promote a culture of innovation, collaboration, and continuous improvement
Stakeholder Engagement
- Work closely with senior leadership, elected members, and partner organisations
- Build strong relationships across corporate leadership teams and external stakeholders
- Communicate complex transformation plans clearly and effectively to diverse audiences
Culture & Organisational Change
- Drive cultural and behavioural change across services
- Champion user-focused and resident-focused service redesign
- Ensure adoption and sustainability of transformation outcomes
- Support internal engagement and communications strategies
Governance & Performance
- Ensure programmes are delivered in line with governance and corporate standards
- Monitor benefits realisation and performance outcomes
- Provide strategic reporting and insight to senior leadership
Requirements
Do you have experience in Project management methodology?, * Proven track record delivering large-scale transformation programmes within local government
- Experience managing and developing large teams (up to 15 FTE)
- Strong background in programme and project management methodologies (PRINCE2, Agile, MSP)
- Experience engaging and influencing senior stakeholders including elected members
- Demonstrable success in delivering organisational and cultural change
- Experience working within complex political environments
