The Data Capabilities Team provides expert partnering to support regimes/directorates to manage data risks, needs and improvements.

We enable HMRC to deliver key parts of the Enterprise Data Strategy, improving HMRC’s ability to manage data risks, signposting teams to services that help diagnose and fix data issues.

We promote the importance of good data management across HMRC, raising awareness of its benefits and our role as the central expertise.

We encourage teams to create linked process maps and capture data attributes, risks, and controls using HMRC tools such as Riskonnect, ABACUS, and Informatica Axon through Business Process Mapping. We help HMRC’s Director Generals meet their legal duties for proper data and process stewardship, facilitating completion of each area’s Annual Governance Statement., The Principal Data Management Professional – Capabilities plays a strategic role in helping HMRC’s Directorates and Regimes manage, safeguard, and make effective use of their data. This includes strong stakeholder engagement to guide and support them to understand their critical data processes and flows, identify risks and controls, and ensure data is fit for purpose - relevant, timely, secure, compliant, and accurate.

The role sits within the Data Capabilities Team in the Chief Data Office, which works across HMRC to build data capability, support governance, and enable evidence-based decision-making. The team collaborates closely with the Data Governance Team and other stakeholders to ensure alignment with HMRCÂ’s Data Strategy and Operating Model., * Provide expert advice on data management and governance best practices.

  • Work collaboratively with process owners and other data stakeholders to support them in fulfilling their data management responsibilities, while identifying and helping to address any barriers to effective delivery.
  • Build capability within Directorates and Regimes to identify critical data, map data processes and flows, and assess risks and controls.
  • Support data improvement plans aligned with HMRC Data Strategy.
  • Identify the use of tools like ABACUS, AXON, and Power BI to capture business processes and data models and business insights to maximise business value.
  • Help business areas manage data risks and develop practical, visual guidance.
  • Contribute to initiatives that enhance data capability and maturity across HMRC., Exceptionally, candidates who are not successful at this grade may be considered for appointment to similar roles at a lower grade where the eligibility criteria are met. Reserve List

A reserve list may be held for up to 12 months from which further appointments may be made for the same or similar roles – if this applies to you, we’ll let you know via your Civil Service Jobs account.

Merit List

After interview, a single merit list will be created, and you will only be considered for posts in locations you have expressed a preference for. Appointments will be made in strict merit order in line with the set number of roles in each location.

Hybrid working at HMRC

HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Our offices provide opportunity for interaction, collaboration which aids learning and development and a sense of community. Where the role allows it, and where the home environment is suitable, colleagues can work from home for up to 2 days a week, averaged over a calendar month (or a proportionate amount of time for colleagues who work less than full time).

Requirements

Do you have experience in Presentation skills?, * Proven experience and knowledge of data improvement in the public sector,

  • Excellent communication and influencing skills, with the ability to promote data-driven thinking, and build trusted relationships with key stakeholders This includes strong report writing and presentation capabilities to communicate to both technical and non-technical audiences.
  • Experience and knowledge of improving data management and governance within complex environments, handling large amounts of data.
  • Analytical and problem solving skills.
  • Experience of leading, inspiring and motivating others, fostering a culture of continuous improvement., * Awareness of Metadata Tooling concepts and tools.
  • Awareness of Business Process Modelling Notation 2 (BPMN2) and enterprise architecture tools (such as ABACUS).
  • Experience and understanding of capturing and managing corporate governance risk and controls.
