Job description

The City of Portland has evaluated how to reimagine, realign, and strengthen seven core citywide services to better support Portland’s new form of government. These services include communications, engagement, equity, human resources, procurement, technology services, and budget & finance.

Through this effort, the City is identifying opportunities to improve coordination, clarify roles and responsibilities, and standardize tools, technologies, and processes where appropriate. A key priority is maintaining high-quality service delivery while exploring ways to optimize resources, reduce duplication, and ensure these core services effectively support the organization.

This position is part of the City’s realignment initiative within the Bureau of Technology Services and will play an important role in helping shape how these services operate moving forward. We encourage you to apply and be part of this transformative effort.

Job Appointment: Full Time. Regular. Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM. Alternate schedules may be available., The City of Portland seeks a leader who champions learning, seamless operations, and innovative technology solutions to propel good government forward. The Bureau of Technology Services is integral in improving how the City provides services and benefits to the people of Portland daily, and we are looking for innovative, collaborative leaders to drive these changes., * Provide operational and data management leadership to your team; embrace challenges and seek innovative solutions while executing data projects.

  • Lead a team of data professionals, prioritizing their needs and fostering continuous improvement.
  • Recruit and nurture an effective and innovative data services team with a focus on diversity, equity, and inclusion in all aspects of hiring and supervision.
  • Ensure technical and data requests are responded to and resolved in a timely manner following City-wide standards and best practices.
  • Cultivate effective working relationships and deliver exemplary customer service to the assigned service area.
  • Collaborate with other BTS managers and bureau partners to problem-solve and drive technology and data related initiatives., * Notice/Feedback - (Week of July 13): You will receive an email when the minimum qualification review is complete. If you disagree with the evaluation results, you may request a review within 14 days of the email notice, per City Administrative Rule 3.01.
  • Selection Process - (Mid / Late July): The hiring bureau will review qualified applications, conduct interviews, and check references.
  • Conditional Job Offer - (Early August): Final candidates may undergo a comprehensive background investigation or driving record check, depending on the position.

Requirements

The successful candidate must be able to pass a comprehensive police background investigation and be able to work in a culturally and gender-diverse workplace., * Experience across a range of business and technology functions, including strategy development, project management, leadership, governance, gap analysis, product management, business process improvements, and policy creation.

  • Experience with a variety of data management and integration platforms (ex. Microsoft Azure or other PaaS or IaaS providers), data analysis and reporting methods (ex. regression, cluster, time series, factor analysis) and tools (ex. SQL, Python, R, ArcGIS etc.), data visualization and modeling solutions (ex. Microsoft Power BI, ArcGIS), and data governance frameworks (ex. DAMA-DMBOK, DGI).
  • Experience partnering with customers, vendors, and leadership to develop a vision, strategy, and goals that meet business needs and support continuous improvement.
  • Ability to lead a data services team responsible for data governance, data analytics and reporting, complex geospatial analysis, and web/mobile spatial solutions across multiple bureaus.
  • Ability to collaborate cross-functionally, provide direction to teams that don’t directly report to you, and proactively participate in Citywide data initiatives and collaborations.
  • Ability to coach and manage a diverse team, promote an equitable workplace environment, and foster a culture of collective learning and adaptability.

A common way to obtain the required qualifications listed above would include a minimum of five (5) years of experience managing data or information systems, and with at least one (1) year in a supervisory, team lead role, demonstrating an ability to grow, adapt, and lead in evolving scenarios.
