HEALTH AND HUMAN SERVICES DATA ANALYST

The Health & Human Services Department consists of four unique divisions; Barron Center, Elder Affairs, Public Health, and Social Services. The City of Portland’s Health and Human Services Department is looking for a skilled HHS Data Analyst to join our team., * Collect and analyze diverse datasets to identify community trends, service gaps, and program successes across all HHS divisions.

• Use granular, disaggregated data to shine a light on disparities in race, ethnicity, and geography, ensuring our services reach those who need them most.
• Create high-impact dashboards and reports with data visualization tools that make complex information easy to understand for city leaders and the public.
• Partner with program managers and community stakeholders to turn data into actionable strategies for improving social determinants of health.
• Manage data collection systems and reporting requirements with a focus on accuracy, HIPAA compliance, and best practices.

Do you have experience in Research findings presentation?, Do you have a Bachelor’s degree?, * Bachelor’s degree in Data Science, Statistics, Public Health, Public Policy, or a related field.

• Minimum one year of experience in data analysis, with experience in public health and/or social services data.
• Working knowledge and experience using analytical tools and software.
• Working knowledge of quantitative and qualitative research methods.
• Familiarity with health-related social needs and systemic causes of disparities.
• Knowledge of data privacy regulations (e.g., HIPAA).
• Excellent communication skills with the ability to present data findings to diverse audiences.
• Strong organizational skills and the ability to manage multiple projects simultaneously.
• Ability to work independently and manage multiple tasks simultaneously, with strong analytical and problem-solving skills.

Preferred Qualifications:

• Proficiency in modern data visualization software (e.g., Power BI, Google data Studio, or similar).
• Comfortable cleaning messy data and building automated tools.
• Skilled in presenting technical information in a clear and accessible manner to non-technical audiences to drive departmental goals and policy changes.
• A deep understanding of health-related service needs and a commitment to advancing equity through data.

Special Requirements:

• Must possess a Class C Driver’s license and have and maintain a good driving record. Must have access to a vehicle for work use.
