Job description
- Shares full responsibility with the Director for planning and implementing deployment of staff, budget, and financial resources to accomplish OIT’s mission.
- Develops, implements, and ensures compliance with plans, policies, standards, infrastructures and architectures which establish the framework for the management of all CMS’s IT programs.
- Leads and advises on IT projects and initiatives, aligning business needs with system architecture, security, data and information flows, and technical standards to ensure effective integration of processes and requirements.
- Provides technical advice on the evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
- Represents CMS on interagency workgroups established to develop Department or government-wide IT policy initiatives and solutions of critical issues.
- Advises the Director and other senior policy makers on new directions in IT management, health care architecture, and enterprise-wide central databases., * Subject to a 1-year supervisory probationary period (unless already completed), * Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- All initial appointments to an SES position are contingent on approval from OPM’s Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management’s SES Qualifications Review Board (QRB) before appointment to this position. The selected individual’s application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period. TQ 2: Demonstrated executive-level leadership in enterprise technology modernization and integration across data and analytics, enterprise applications, shared platforms, cloud technologies, and mission-critical business systems. Demonstrated experience includes overseeing major IT investments and acquisitions, managing complex contracts and vendor portfolios, establishing governance and performance strategies, and driving enterprise transformation through modernization, artificial intelligence, automation, and business process improvement. Proven ability to deliver measurable results in data-driven decision-making, interoperability, organizational agility, technology optimization, operational efficiency, and enterprise mission outcomes., * ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

- CURRENT FEDERAL CIVIL SERVICE EMPLOYEE: Must provide a copy of your Notification of Personnel Action, Standard Form 50 (SF-50) or equivalent personnel action form reflecting you are a current Federal Civil Service employee.

The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.
This position is designated as a Testing Designated Position (TDP). You must successfully complete a pre-employment urinalysis drug screening. You will be subject to unannounced random drug testing for the duration of service in this position.
