Job description

The UKHSA Data and Digital Directorate provides strategic leadership and oversight for developing and managing a common and bespoke suite of performant, modern, secure, data and analytical tools, services, platforms, and applications, ensuring access to high quality data and analytics services, internally and externally. As a Data Access, Quality and Reporting Manager you will manage and facilitate all access, role and permission profiles within the Diagnostic Laboratory Data Curation System, currently called the Second-Generation Surveillance System (SGSS). You will be responsible for building and managing the suite of reporting tools to support management information, performance monitoring, surveillance and data quality needs. As a Subject Matter Expert (SME) for the use of Diagnostic Laboratory data within the SGSS environments, you will ensure full and accurate documentation, relating to all processes and policies within the area are made available. The post holder will liaise regularly with both UKHSA staff and external stakeholders to develop meaningful reports, data feeds, and inform them of data quality levels within the data.   • Monitor user access and produce regular user metrics, modifying the solution to best optimise the user end-user experience.
  • Manage and maintain the business intelligence reporting solutions used to access the datasets.
  • Through expert knowledge of the surveillance systems and alongside colleagues across UKHSA, develop a suite of reports and data models to maximise the availability of the data and utilise data visualisation tools.
  • Be responsible for ensuring information governance around the access and permissions documentation is up to date.
  • Develop user support documentation for SGSS and training materials for operational users of the data.
  • Liaise with the Surveillance Data Team and Field Service Teams to understand data quality issues in the reported datasets, including investigation and resolution of issues where possible.
  • Responsible for gathering requirements, understanding user needs, planning and building data quality dashboards to enable monitoring.
  • Responsible for planning and prioritisation of the work of the access and reporting workstreams, delegating appropriately to ensure work allocated, staff upskilled, and knowledge shared leading to succession planning.
  • Manage and respond to requests for support and complex analysis of the managed datasets.

Detailed job description and main responsibilities

  • Support team members with the decision process of access and permission group approvals.

  • Liaise with technology and database engineers to ensure the access and permission groups are set up in a secure, consistent and agile manner to cover all requirements.

  • Advise and support users in the use of the reporting tools used to access the surveillance system environments.

  • Project manage, when required, the implementation of reporting tools to other datasets.

  • Assist users with transition of reporting solutions including the migration for analysts to Enterprise Data Analytics Platform (EDAP).

  • Utilise available tools such as SharePoint to manage user support materials and develop documentation version control.

  • Develop expert knowledge in the data held within the SGSS to give advice on the content to operational staff across UKHSA.

  • Develop knowledge and understanding of emerging technologies, data visualisation and business intelligence tools and their application to UKHSA datasets.

  • Build management information reports for internal teams so that alerts are triggered when issues occur.

  • Responsible for Business Continuity Planning and application for any SGSS access and reporting requirements.

  • Provide line manage support, providing leadership and direction to HEO and team. Including providing support during a changing environment, taking opportunities to feed into design, test new tooling and ensure business readiness for deployment. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ's (Birmingham, Leeds, Liverpool, and London) or at one of our scientific campus sites (Colindale, Porton and Chilton). Requirements

  • Educated to degree level in information science or extensive experience in data management and review, use of coding and / or processing and interpreting information.

  • Proficient experience in the use of Power BI Analytics.

  • Excellent SQL querying skills.

  • Data Management, data quality and data flow knowledge.

  • Experience of building reports and data models.

  • Experience of using Microsoft Office products to an advanced level for data manipulation and presentation.

  • Experience of analysis and interpretation of data in complex information systems.

  • Advanced experience of using enterprise business intelligence tools such as Power BI, SQL Server Reporting Services, SQL Server Analysis Services, DAX and PowerPivot.

  • Knowledge and understanding of data protection principles.

  • Experience of working with a broad range of customers with varying degrees of technical skills.

  • Experience of training end users and colleagues to query information systems.
