Job description

We are seeking a dynamic and experienced Senior Product Manager to lead the evolution of our central cloud platform, a core enabler of digital transformation within the organisation. Operating at the intersection of technology and business value, the successful candidate will drive the strategic roadmap of our cloud services, ensuring that our platform remains reliable, scalable, and aligned to user needs and GDS principles.

This role requires a visionary yet pragmatic leader who can influence stakeholders across the organisation, translate complex business needs into actionable technical outcomes, and champion a culture of continuous improvement and user-centred design.

Working closely with the Cloud Centre of Excellence (CCoE), application delivery teams, and governance functions, you will play a key part in enabling efficient, secure, and cost-effective digital services across government.

Your main duties will include:

  • Own and drive the cloud platform roadmap, aligning with organisational objectives and user needs.
  • Manage and evolve the cloud platform service catalogue and documentation.
  • Lead the gathering, prioritisation, and validation of user and stakeholder requirements.
  • Collaborate with engineering and operations teams to deliver new platform features.
  • Communicate technical platform strategies and decisions to senior stakeholders in a clear, business-aligned manner.
  • Track and report on pipeline projects transitioning to the cloud platform.
  • Facilitate cross-functional alignment and dependency resolution across digital teams.
  • Stay current with emerging cloud technologies, GDS service standards, and public sector digital trends.
  • Champion agile delivery practices and service ownership in line with DDaT profession standards.
  • Support risk management, cost optimisation, and operational resilience of the platform.

You will shape strategic direction, ensure technical feasibility, and prioritise delivery in line with evolving organisational goals., * Define, maintain, and communicate the cloud platform vision and strategy.

  • Build, manage, and iterate on a service catalogue that reflects platform capabilities and user needs.
  • Engage with cross-government digital delivery teams to identify requirements and co-design solutions.
  • Validate feasibility of enhancements with platform engineering teams, ensuring secure and reliable implementation.
  • Oversee integration requirements and dependencies between the cloud platform and digital services.
  • Ensure compliance with GDS service standards, Government Technology Code of Practice, and security frameworks (e.g., NCSC).
  • Promote and apply agile and iterative product development practices within the cloud context.
  • Provide guidance and coordination between platform consumers and CCoE operations and governance.
  • Measure and report on service maturity, platform adoption, and stakeholder satisfaction.
  • Contribute to the development of standards and patterns that scale cloud usage securely and efficiently across the organisation.

Working Relationships

You will work closely with internal product and engineering teams, the Cloud Centre of Excellence, architecture and governance boards, and external digital delivery partners.

Additional Clauses

This role aligns with the GDaD Product and Delivery Management profession and contributes to the wider government digital transformation agenda.

Some travel within the UK may be required for engagement with partner sites., You will be required to complete an application form. You will be assessed on the listed essential criteria, and this will be in the form of:

Stage 2: Interview (Success Profiles)

You will be invited to a face to face interview in London. In exceptional circumstances, we may be able to offer a remote interview.

Behaviours, experience and technical skills will be tested at interview.

You will be required to prepare a 10 minute presentation as part of the interview. This will cover technical and strategic areas of Product Management. Further details of this will be sent to you prior to the interview.

Interviews will be held week commencing 9th February 2026. Requirements

Do you have experience in Software development?, * Significant experience in technical product management or digital platform management.

  • In-depth knowledge of cloud platforms (e.g., AWS, Azure) and their core services.
  • Strong stakeholder engagement skills across both technical and business domains.
  • Demonstrated ability to manage roadmaps and deliver technical products within agile teams.
  • Excellent communication and influencing skills across all organisational levels.
  • Strong analytical and problem-solving skills, with a user-centred mindset.
  • Demonstrable experience managing service backlogs and prioritising platform features.
  • Proficient in managing technical risk, service performance, and platform governance.
  • A degree-level qualification (Level 6 or above) in a relevant subject such as Digital Product Management, Computer Science, Information Systems, or Business Technology

Desirable role criteria

  • Formal certification in cloud platforms (e.g., AWS Certified Solutions Architect).
  • Experience with service catalogue management tools or platforms.
  • Background in software development or infrastructure engineering.
  • Knowledge of cost optimisation and FinOps within cloud services.
  • Experience working in or with UK central government or ALBs.
  • Familiarity with ITSM processes and operational resilience planning.
  • Understanding of cloud security principles and incident response.
  • Experience supporting transition to cloud-native services and DevSecOps.
  • Knowledge of continuous integration/continuous deployment (CI/CD) tooling.
  • Participation in service assessments or public sector assurance processes.
  • Familiarity with the Atlassian toolset with a special emphasis on Jira and Confluence., Successful candidates must pass a disclosure and barring security check.

Successful candidates will require Basic Personnel Security Standard (BPSS) as a minimum with willingness and capability to work towards Security Check (SC) clearance.

You should normally have been resident in the United Kingdom for the last 5 years to obtain Security Check (SC) clearance. Pay increases are through the relevant annual pay award for the role and terms.

Civil Service Grade 7:

£56,185- £66,581 (National) £58,340- £68,574 (Outer London) £60,494- £70,566 (Inner London)

This role qualifies for an annual Market Pay Supplement (MPS) of up to £10,000 based on a capability assessment. MPS review date: 11 September 2026

About the company

This role is being offered as hybrid working based at any of our Core HQs in either Birmingham, Leeds, Liverpool or London. Please note that if you are based in either Birmingham, Leeds or Liverpool, there will be travel to London required on occasion. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) in our Core HQs.
