This vacancy sits within HMRC’s Chief Digital & Information Office (CDIO) who set the technology direction for HMRC and deliver the high-level design for all IT solutions. CDIO is responsible for building and running HMRC IT services along with providing IT change and operational support.

You would join Enterprise Service Platforms team (ESP) within CDIO, a new delivery group created to build on and exploit the ServiceNow platform capability and setting the vision and strategy for service management, ensuring processes are owned and maturing. Now is an exciting time to join as we optimise user experience and build capability across our organisation. We deliver reliable, secure, and supportable solutions to around 76,000 of our colleagues across HMRC and play a critical part in ensuring that HMRC is both efficient and effective.

ESP are accountable for the support, management and development of platforms, tools and infrastructure including ServiceNow, SNOW and ServiceNow integrations to AWS/Azure. Our focus is on ensuring consistent, excellent Customer Experience.

We are working closely with the other platform groups and their partners to bring those IT Systems and Services together.

We work with hardworking, upbeat people who grow with the challenge of delivering transformation on a huge scale, and who have hands-on experience of driving through both technical and business changes., We are seeking a highly skilled Senior Front-End Developer with deep expertise in enterprise service platforms, including ServiceNow, SAP, and Salesforce. This role combines advanced front-end engineering with platform configuration, IT operations, and governance to deliver high-quality, scalable solutions that underpin critical business services.

You will lead complex development initiatives on strategic platforms, mentor and coach team members, and ensure robust governance and quality standards across the team. Acting as a key escalation point for technical challenges, you will work closely with technical architects, product managers, and senior stakeholders to influence strategic decisions and maintain platform stability.

Person specification

  • Lead, coach, and support developers within the team, fostering capability growth and knowledge sharing.
  • Act as a mentor for junior colleagues, contributing to long term development pathways for the front end developers.
  • Take a leading role in diffusing & overcoming technical challenges within the Service Central development landscape, particularly when there is a risk to delivery timelines or the Platforms health.
  • Own and enforce development governance, coding standards, accessibility (WCAG), and secure coding practices.
  • Ensure quality gates in delivery and maintain compliance with organisational KPIs and service excellence standards.
  • Provide second and third-level support for enterprise tooling solutions, resolving complex incidents and problems.
  • Collaborate with IT operations on change management, incident/problem resolution, and continuous improvement.
  • Work with technical architects and senior leaders to assess technical risk and influence platform strategy.
  • Liaise with third-party projects and cross-government forums to share best practice and maintain platform health.
  • Conduct in-depth analysis, prototyping, and testing to deliver safe, effective solutions.
  • Create technical documentation and knowledge articles to support knowledge retention and sharing.
  • Works collaboratively within agile squads, building relationships with the scrum master , product managers and business analysts to lead on complex technical issues and ensure cohesive understanding of problems and solutions with non-technical colleagues.
  • Act as key escalation point for technical development challenges within the Service Central Platform, communicating complex technical matters down to junior colleagues for the purposes of support and knowledge sharing.
  • Responsible for reviewing and modifying platform development procedures and practices for Analysts to improve existing processes and improve performance.
  • Report up to the platform management team in a sustained, comprehensive manner to help enable key decisions to be made at a strategic level, factoring in technical considerations and constraints to guide & influence senior managers in the best direction.
  • Take a leading role in determining delivery timelines on to the platform based on multiple factors such as complexity, risk, priority and ongoing workload across the team to ensure realistic and achievable implementation dates are established., You will also be required to deliver a 15-minute presentation on the following -
  • A solution you have delivered — either a new system or a major enhancement to an existing application. You should briefly explain the problem it addressed, the approach taken, and the outcome achieved.
  • Your individual contribution — outlining the specific technical and delivery responsibilities they owned, and how they influenced the design, build, or overall direction of the work.
  • Team leadership — describing how they supported junior developers involved in the project, including any coaching, mentoring, or guidance they provided, and the impact this had on the team and the final delivery.

Your presentation may be structured using slides or any other format, but it should clearly demonstrate your technical expertise, leadership approach, and their role in delivering the solution.

Hybrid working at HMRC

HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Requirements

Do you have experience in ServiceNow?, * Enterprise Platform Development Strong experience in building and customising applications within ServiceNow, Salesforce, or SAP, including workflows, SLAs, and platform components, integrations.

  • IT Service Management & ITIL Strong experience in working with ITSM frameworks and ITIL best practices for service delivery, change management, and process optimisation.

  • Security & Compliance Practical understanding of information security principles, governance, and compliance best practices, including role-based access control and identity management.

  • Agile & DevOps Ways of Working Experience working in Agile squads, collaborating with product managers, business analysts, and user researchers to deliver user-focused solutions.

  • Leadership & Mentoring Ability to plan and lead development across related stories, coach junior colleagues, and share knowledge to build team capability.

  • Problem-Solving & Prototyping Skilled in analysing complex technical issues, prototyping solutions, and iterating design patterns to deliver safe, effective outcomes.

  • Communication & Collaboration Ability to engage stakeholders, translate business needs into technical solutions, and represent user needs internally., * Professional Certifications - ITIL Foundation or higher, ServiceNow Certified Application Developer, or equivalent certifications in SAP or Salesforce., We'll assess you against these technical skills during the selection process:
